Peace Winds Japan (PWJ) is a Japanese Non-Governmental Organization established in 1996. PWJ has been providing humanitarian and development assistance for people affected by forced displacement and natural disasters in more than 20 countries in the world.

PWJ launched its mission in Kenya in 2012 and has been implementing projects funded by UN agencies and the government of Japan in shelter, WASH, food security, livelihood and logistics support to improve health and living environments of refugees and host populations while promoting peaceful coexistence and self-reliance among the people affected by natural or human made disasters in and adjacent of Dadaab Refugee Camp.

PWJ is a UNHCR partner responsible for WASH, warehouse management, motor vehicle service unit, centralized fleet and Shelter for Dadaab Refugee Operations.

Job Summary:

The workshop foreman under the general supervision of the workshop officer and within the limits of Peace Winds Japan Kenya policies and procedures coordinates the facilitation of field activities and functions within PWJ. The workshop foreman will work closely with the workshop technicians and other staff to perform a variety of tasks including, but not limited to:

Duties and Responsibilities

The General Maintenance, Servicing and Repairs of all vehicles and other assets

  1. Carry out auto-mechanical preventive maintenance and repair of light vehicles, plant and equipment including 4×4 vehicles of various makes, types and models.
  2. Carry out overhaul of engines, transmissions, differentials, hydraulic pumps, repair electro-mechanical components, and air brakes.
  3. Retrieve, repair, rescue broken down vehicles in the field and provide defects reports.
  4. Ensure workshop safety rules and procedures are followed including the use of right tools and equipment for the right job to minimize damage & injury.
  5. Interpret instructions, technical manuals, illustrations, specifications, diagrams, schematics and other guides in conducting repairs and modifications.
  6. Perform and carry out other duties as may be assigned by the Supervisor

Reporting

  1. Establish strong working coordination with the workshop key staff especially, (Workshop Officer, Workshop Service Advior) to ensure shortage of parts is well managed.
  2. Liase with the Workshop Service Advisor and Spareparts Technician to ensure spare parts data is keyed daily into the ERP System.
  3. Produce stock analyses, documents, and reports upon request by management.

Quality Control

  • Take responsibility for approved spares by ensuring proper parts are fitted, high quality of work is maintained for intended purpose.
  • Inspects vehicles and generates spare parts list for requisition processing.
  • Ensure that lubricants and other liquid solutions are used only at the right quantity & quality.
  • Ensure technicians report on the vehicle /Equipment work orders, repairs carried out by indicating spares replaced and time taken to perform repair works for record and confirms that repairs are charged out correctly.
  • Maintain high quality service repairs and minimize comebacks, conduct periodic spot checks of complete
  • Road tests vehicles to quality check-check work performed.
  • Assists the parts technician in identifying quality of spares and secure used spare parts to avoid refurbishing during repairs.
  • Establish and maintain customer follow-up programs to confirm satisfaction with the service experience.

Store/Tool Management

  • Organize and optimize the available store space to facilitate the storage and flux of parts in the store. Take appropriate action if space is becoming insufficient.
  • Ensure the proper cleaning of the store.
  • Take appropriate actions to improve spare part storage in the perspective of an improvement of the stock management (in coordination with the Workshop Officer).
  • Organize the security of the stock by taking all appropriate measures. Limit stricly access to the Spare Part Store to authorized staff.
  • Organize the transparent and efficient storage of old parts. Ensure that dispatching of spares to the Workshop is done in a timely manner.

Workshop Safety, Procedures and Regulations

  • Ensure proper usage and responsibility of assigned workshop tools and equipment by cleaning, storing and undertaking good housekeeping practices daily.
  • Ensure workshop safety rules and procedures are followed including the use of right tools and equipment for the right job to minimize damage & injury.
  • Ensure compliance with all applicable standards, policies (OSH) and SOPs including safety procedures and the maintenance of well-arranged clean areas.
  • Will ensure working under safe conditions and to avoid causing injuries to him/herself and other technicians as well as damage tools and equipment.
  • Ensure segregation and disposal of workshop wastes in line with the environmental regulations (NEMA).
  • Understands and ensures compliance with manufacturer’s warranty & policy procedures.

General Tasks

  • General maintenance and repairs of all vehicles/Equipment and other assets.
  • Carry out all major repairs, diagnose faults, overhaul engines, gearboxes, transmissions, differentials. And other mechanical components line with the manufacturer’s manual.
  • Attend departmental meetings, and keep meeting minutes.
  • Assist technicians in developing their skills, and encourage innovativeness.
  • Coach and conduct regular performance reviews for workshop team.
  • Perform other duties as may be assigned by the supervisor.

Qualifications

  • Diploma in Mechanical Engineering (Automotive option) and Driving License class BCE.
  • Relevant experience in motor vehicle repairs, generators, plant and equipment.
  • Demonstrated multi-skilling in mechanics, Auto electrics/electronics is an added advantage.
  • Relevant experience in spare parts management.
  • Computer literacy and data processing (Word, Excel, and Internet).

Professional experience

  • Demonstrated experience of at least 5 years in repairs and maintenance of vehicles and equipment, especially 4WD vehicles and Isuzu trucks in the automotive field with at least 2 years’ NGO experience.
  • Demonstrated multi-skilling in mechanics, auto electrics, welding & fabrication.

Other knowledge, additional competences

  • Good troubleshooting and problem-solving skills.
  • Good command of English and Kiswahili languages and ability to write reports.
  • Sensitivity in handling and disposing of important documents.
  • Reliability, Honesty, Innovativeness and good organizational skills.
