Competency Development Manager Livelihoods and Food Security At Norwegian Refugee Council


  1. Context

The Livelihoods and Food Security Program Development Manager will identify and develop opportunities for technical and financial growth of the competence in the Western area, in the scenarios of emergency response implementation and promotion of early recovery and resilience. This is done through the identification of needs in the operating contexts of the area, the analysis of project management, the mapping of strategic allies, and the identification of donor interests for financing. Together with the Western Area Manager, the Area Program Manager, the Livelihoods and Food Security specialist and other programmatic team of the country office, they must develop work aligned with the organization’s 2024-2025 strategy, which responds to the defined strategic objectives.

The following is a brief description of the position.

  1. General Responsibilities
    1. Compliance and adherence to NRC policies, guidelines and procedures
    1. Responsible for ensuring integrated program support, coordination and technical quality in the area office.
    1. Provide area-specific input relevant to the CC Livelihoods and Food Security strategy.
    1. Compliance with donor standards, and management of grants and periodic reporting to donors in the area.
    1. Identify funding opportunities and develop funding strategies and forecasts
    1. Technical and strategic development of the Livelihoods and Food Security competency in emergency response, early recovery and resilience scenarios.
    1. Ensure compliance with contractual commitments and extract and apply key lessons learned from project implementation.
    1. Provide technical assistance to the competition team to strengthen its response capacity.
  1. Specific responsibilities
  • Develop and adapt the livelihoods and food security (LFS) strategy, including technical SOPs and LFAs, ensuring its alignment with the needs of the Western Area context and the strategic objectives of the NRC, a process that allows for the sustainability of the competition.
  • Implement a methodological framework that allows for continuous assessment of the LFS competency and adaptation to new challenges and opportunities.
  • Conduct a needs assessment in the scenarios of Emergency Response and Early Recovery and Resilience in the western area – context analysis that allows greater assertiveness in the process of building financing proposals.
  • Implement monitoring and evaluation mechanisms to ensure compliance with NRC policies and guidelines, promoting continuous improvement in LFS projects. Establish key performance indicators to measure the impact and effectiveness of interventions, and adjust strategies based on the results obtained.
  • Lead the development of funding proposals for the LFS competition, budgeting and drafting of Proposals, ensuring transparency and effectiveness in resource management. In close coordination with the Area Manager, Area Program Manager and country office specialist.
  • Identify funding opportunities and donor interests, establish working dynamics with the area’s Program Manager and grants team to access these funding opportunities. In close coordination with the country office specialist.
  • Together with the Program Manager of the area, strengthen the technical capacity of the team, foster a collaborative and high-performance work environment, promoting innovation and continuous learning.
  • Generate technical development of the LFS competency aligned with integrated programming and safe and inclusive programming.
  1. Professional skills and general qualifications required
  • Minimum 3 years of experience in a project management, competency development, funding proposal development role, in a humanitarian/early recovery context.
  • Previous experience working in complex and volatile contexts.
  • Technical studies related to the Livelihoods and Food Security competency (public administration, food, agriculture, livelihoods, sustainability, cash and markets, natural sciences, social sciences) at a minimum university level; experience in providing, protecting and promoting livelihoods.
  • Documented results related to the responsibilities of the position.
  • Knowledge about your own leadership skills/profile.
  • Fluency in English, both oral and written.
  • Valid driver’s license
  • Knowledge of the context in the Western area
  • Experience in assessment and analysis of household vulnerability, food security and livelihoods.
  • Experience in access to employment.
