Put your expertise as Director of Establishment (M/F) to the Loiret Parental Relay Center:
The opening of the first Parental Relay of the Pôle (capacity of 10 places) is planned for October 31, 2024 in the Montargois territory, with a gradual increase in its activity over the last quarter.
The Loiret Parental Relay Center will eventually (2026) consist of 4 parental relays with a total reception capacity of 40 places, i.e. 10 places in each Relay, which will be located respectively in the territories of Montargois, Giennois, Orléanais and Pithiverais. This establishment center will consist of a multidisciplinary team (52 FTE).
Attached to the Child Protection sector of the CRf and under the authority of the territorial director of Centre Val de Loire, you will be recruited for the opening of the Amilly Parental Relay and will have, in addition to management missions, to develop the center.
Main missions:
1) Participate in the design, implementation and management of the establishment project
– Carry out the opening of the 1st Relay and the planned ramp-up by 2026 (admissions, orientations, discharges of beneficiaries by organizing the conditions for supporting the children welcomed and their families)
– Co-construct the establishment or service project of the Parental Relays in consultation with the teams, formalize and develop according to internal and external strategic developments
– Guarantee the service project and the implementation of the tools law n° 2022-2 of January 2, 2002 renewing social and medico-social action
– Ensure the quality of the services of the establishments
– Develop links with the volunteers of the CRf (local and departmental unit) and be their referent, etc.
2) Participate in HRM and ensure a good social climate
– Carry out the recruitment of team leaders and participate in the recruitment of socio-educational teams
– Produce job descriptions using the technical resources and the HR department of the child protection sector, etc.
3) Manage the budget and financial monitoring of the activity
– Prepare the forecast budget for each Relay and consolidate it overall
– Prepare the budget report submitted to the control and pricing authority
– Ensure reporting of the activities and operation of the establishment
– Regularly monitor the activity rates of the services, etc.
4) Implement the quality approach and ensure the well-being and safety of the children and young people welcomed
– Decline the guidelines of the quality policy of the establishments and lead continuous improvement processes
– Propose new projects for the establishment and manage them
– Represent the establishment with the control and pricing authorities
– Work on opening the establishment to the outside world, etc.

Practical information related to the position
Position based in Amilly (45 200) with regular travel to be expected in the Loiret department and eventually within each Relay (Gien / Orléans / Pithiviers) On-call

Remuneration is assessed according to the National Collective Agreement of the French Red Cross and varies according to your seniority;

With higher education in management level I, you have significant experience in opening a social or medico-social establishment
Experienced manager, networker, your mastery of budgetary, financial and HR issues as well as your ability to establish a relationship of trust with your contacts (internal and external) will be essential assets for the success of your missions.
With strong interpersonal skills and a unifying temperament, you are a bearer of human values and a good listener. You will integrate the promotion of beneficiaries into the center of your action.
Knowledge of child protection is required.
