Mission objectives
The mission aims to monitor the activities of the Eastern DRC Stabilization and Recovery Project. The consultant is expected to provide a series of services aimed at ensuring the alignment of the project with the provisions set out in the financing agreement and the country’s regulatory framework (Strategic Development Plan). This includes ensuring compliance with annual work plans and budgets and ensuring that project implementation is in line with contractual agreements and environmental and social safeguard instruments provided for.
Description of tasks and deliverables
- RESPONSIBILITIES FOR PROTECTION MEASURES:
The consultant will complement environmental and social risk management monitoring efforts, in accordance with the project’s safeguarding requirements, by the following means:
- Undertake a thorough review of all safeguard documents, including the Environmental and Social Management Framework (ESMF), Stakeholder Engagement Plan (SEP) and Environmental and Social Commitment Plan (ESCP), to fully understand the risks involved and the management strategies developed.
- Conduct field assessments to evaluate the practical implementation of safeguarding strategies, paying particular attention to activities with potential environmental and social implications.
- Periodically assess the project risk profile to take into account the dynamic nature of the operating environment, particularly given the unique challenges posed by the project’s social and conflict contextsV. VERIFICATION AND IMPLEMENTATION
The consultant will supervise a sample of component activities to ensure that the project components are producing the expected outputs and outcomes. This includes monitoring the delivery and acceptance by recipients of goods, works and services, as well as the timeliness and relevance of results, with a focus on:
1. Outputs and outcomes : Assess whether sub-projects are achieving their intended objectives, including providing opportunities to targeted beneficiaries such as women and youth, and utilization of services by target communities. Identify implementation challenges faced by beneficiaries and project staff.
2. Works : Supervise the quality and progress of construction works, including compliance with environmental and social safeguards, budget and schedule management, and occupational health and safety practices. Monitor the resolution of construction issues, the role and effectiveness of supervisory personnel and compliance with contractual obligations. Particular attention will be paid to any irregular subcontracting practices and compliance with contractual conditions after delivery.
3. Goods and Services : Verify suppliers’ compliance with delivery schedules, the quality of goods and services through inspections, and the suitability of goods and services for their intended use.
Qualifications and skills
- BAC+5 in IT or similar
- At least 5 years of experience in the field
