Geneva Call’s operations in the DRC have focused on improving the protection of civilians in North Kivu since 2014 and in Ituri since August 2023.

Role

The MEAL Officer will be responsible for the monitoring, evaluation, accountability and learning (MEAL) activities of the DRC programmes. The MEAL Officer contributes to the overall quality of the programme through the strategic planning and implementation of all MEAL processes and activities required to improve the quality of Geneva Call programmes and to ensure systematic reporting to document the results and impact of interventions on the protection of civilians. The MEAL Officer is directly responsible for the evaluation, quality control and accountability of Geneva Call’s engagement work in the DRC. He/she is also responsible for the design of MEAL tools, data collection, analysis, reporting and monitoring in collaboration with the project teams.

Main responsibilities and activities

Monitoring, evaluation, accountability, and learning

  • Support project teams to ensure appropriate data collection and management, including cleaning and validation.
  • Develop MEAL plans for projects based on logical frameworks and project indicators.
  • Conduct overall project monitoring, including field visits to verify data.
  • Contribute to the development of monitoring and evaluation tools, including impact studies, baseline surveys, monitoring systems, data analysis and report writing.
  • Support project teams to integrate the results of monitoring and evaluation efforts and feedback from beneficiaries into project implementation.
  • With the support of programme team colleagues, provide high quality project information to internal and external stakeholders, knowing how to extract relevant data for reporting needs.
  • Support to the program team as needed.

Compliance

  • Remains involved in verification procedures and concerns at all times while working with partners, suppliers, interlocutors in close coordination with the support coordinator.
  • Attend and represent Geneva Call at conferences, seminars and other forums of interest to the organization.
  • Carry out any other tasks that may be assigned to him.

Main qualifications and professional experience

Education

  • Master’s degree in social sciences, humanitarian and/or development studies, communications or a relevant field.

Professional experience

  • Minimum 3 years of professional experience as an equivalent MEAL Officer in a humanitarian organization;
  • Proven experience working in the field with INGOs in conflict and crisis affected countries and emergency contexts;
  • Proven experience and good understanding of the context of the assignment area (DRC);
  • Having worked in areas of high security turbulence, preferably with the presence of armed groups and de facto authorities, would be an asset.

Technical skills

  • Advanced organizational and analytical skills;
  • Understanding of proposal management, including project design and proposal writing;
  • Familiarity with standard grant management tools, such as logical frameworks;
  • Knowledge of monitoring and evaluation in relation to project implementation, both for day-to-day monitoring and for results and impact measurements;
  • Ability to design, implement and evaluate data collection and analysis tools;
  • Good command of Excel, Word, PPT, KoBo Toolbox and PowerBI or equivalent.

Personal Ability

  • Ability to think critically and produce high quality reports and analyses;
  • Strong interpersonal, communication and leadership skills;
  • Ability to work under pressure;
  • Willing to travel frequently to conflict zones;
  • Able to handle multiple tasks simultaneously.

LANGUAGES

  • Proficiency in French, both written and spoken.
  • Knowledge of local dialects (Swahili, etc.) desired.
  • Fluency in English would be an asset.
