The Observatory of Political and Economic Networks (OPEN) is a pioneering organization dedicated to uncovering and analyzing the complex political and economic networks in Syria and the broader Middle East. We specialize in producing actionable research that informs policymakers and international stakeholders.

Project Overview
We are seeking a Lead Researcher to lead the development of a detailed report on how the Assad government, security apparatus, affiliated cronies, and the paramilitary use Lebanon for sanctions evasion (2011–2023) and the creation of alternative funding sources, with a specific focus on the banking sector, trade, and phosphates. This project is part of OPEN’s broader initiative to map and analyze the Syria-Lebanon political economy nexus.

Key Responsibilities

  • Lead the research, data collection, and analysis for the report, focusing on how the Assad regime and its affiliates have utilized Lebanon for sanctions evasion and alternative funding.
  • Investigate the role of the Lebanese banking sector, trade networks, and the phosphate industry in facilitating these activities.
  • Collaborate with OPEN’s data team and external experts to ensure the accuracy and depth of the research.
  • Produce a comprehensive report with actionable policy recommendations aimed at limiting these activities and enhancing the effectiveness of international sanctions.
  • Engage with peer reviewers, policymakers, and international stakeholders to validate and disseminate the findings.

Qualifications:

  • A minimum of 5 years of experience in policy research, academia, or a related field, with a focus on Middle Eastern political economy, sanctions, or illicit finance.
  • In-depth knowledge of the Syrian and Lebanese banking sectors, trade, and sanctions mechanisms.
  • Strong analytical skills, with experience in network analysis or related methodologies.
  • Excellent written and verbal communication skills, with a proven track record of producing policy-relevant research.
  • Ability to work independently and collaboratively with a multidisciplinary team.
