Our work is crucial in informing international policies aimed at enhancing transparency, accountability, and stability in the region.

Project Overview
OPEN is recruiting a Lead Researcher to direct a pivotal project on Mapping Cross-Border Illicit Networks with a Focus on Fuel, Narcotics, and People Smuggling between Syria and Lebanon. This report will focus on identifying and proposing policy solutions to limit these illicit activities by leveraging tools such as external aid, empowering specific actors, and sanctioning those involved who refuse to alter their behavior.

Key Responsibilities

  • Lead the research and analysis on cross-border illicit activities, focusing on fuel, narcotics, and human smuggling between Syria and Lebanon.
  • Interpret the data on the networks involved in these activities and assess their impact on regional stability and security.
  • Develop policy recommendations aimed at curbing these illicit activities, including strategies for external aid allocation and targeted sanctions.
  • Work closely with OPEN’s data team, regional experts, and external collaborators to produce a thorough and impactful report.
  • Present findings to international policymakers, engage in advocacy efforts, and contribute to discussions on regional security and economic stability.

Qualifications

  • At least 5 years of experience in policy research, academic work, or a related field, with expertise in Middle Eastern studies, security studies, or illicit trade.
  • Comprehensive understanding of cross-border smuggling networks, particularly in the Middle East.
  • Strong research and analytical skills, with experience in network analysis or similar methodologies.
  • Proven ability to produce high-quality, policy-relevant research reports.
  • Strong communication and collaboration skills, with a demonstrated ability to engage with diverse stakeholders.
