Mission
In line with the’ action plan 2019-2025 and the HR strategy of the OCG, the objective of the position is to provide direct technical support that contributes to the development and well-being of the MSF OGC workforce. Located in Dakar, the regional advisor L&D works closely with OCG missions in the West and Central Africa region. Under the supervision of the Geneva-based L&D deployment manager, he/she helps missions improve and strengthen the learning environment and culture in the region. Depending on the objectives of the mission and specific needs, he/she supports HR in charge of L&D in the analysis of learning needs, the implementation of learning solutionsadapted learning and monitoring (application of learning) as well as providing advice on the development of the L&D framework and strategies.
Development of the learning environment and implementation of learning activities
- Support HR teams in the design of L&D action plans in relation to the strategic plan and objectives of the OCG mission:
– To assess the challenges and opportunities of training and development in the region
propose and adapt activities in response to identified objectives, and
– Set training and development priorities and follow appropriate training roadmaps in the context of missions to develop the learning environment and culture in the region and to build learning and development capacities, and
- Pooling resources and supporting missions in order to create synergies and strengthen the collaborative approach, and
- Conduct workshops and co-host trainings of the’offer of L&D transversal trainings in areas such as team management, WTMSF, DEI, training of trainers/facilitators, and LNA workshops, etc
- Coordinate and support the implementation of an L&D framework on OCG missions with tools, processes and policies, including
- Depending on the needs, create tools and processes adapted to develop the OCG L&D toolkits
- Ensure that learners have access to a learning space with adequate equipment in the missions, including
- Collaborate with the Digital Learning team to advise you on digital learning support and solutions
- Raise awareness among managers of :
– Roles and responsibilities in employee skills development, including
– Learning and coaching skills needed to build team capacity and facilitate effective learning, including
- To strengthen L&D skills in the field to implement local learning activities, and
- Analyze and support missions and cells in the assessment of learning needs in the region, and
- Depending on learning needs and priorities, assist HR in charge of mission training in the identification of appropriate solutions and as well as in the assessment of local solutions
- Advise the missions on the transversal opportunities of L&D and the coordination of solutions for the territory, and
- Accompany missions on the annual planning of Learning events according to the context, constraints and opportunities
- Actively monitor L&D deployment in the region and ensure coordination of training with L&D and missions
- Oversee the schedules of learning activities in missions and ensure the pooling of a fluid deployment, including
- Accompany the trainers and the person responsible for the deployment in the implementation of the learning solutions
- Replacement on missions according to profile.

Professional skills
Education:
Bachelor’s degree in education and/or master’s degree in human resources management
Experience:
- Minimum three years of professional experience as a field HR coordinator and/or L&D manager in the field
- Good expertise in HR operational analysis
- Significant experience in project management
