Since the transformation of societies is primarily the responsibility of local actors, its activities aim to strengthen their’action capacity and their influence.

For example, FIDH brings together 188 national human rights associations active in 116 countries.

The International Secretariat, which deploys FIDH’s missions on a daily basis, is composed of’ an international team of 70 employees based at headquarters in Paris and in’ other offices (Belgium, Switzerland, the Netherlands), as well as consultants acting occasionally on various programmes. It is structured in a Directorate of Operations and Programs and a Directorate of Advocacy as well as Support Directions (Communication, Finance, Fund Research, Human Resources..).

In 2024, FIDH obtained two major funding, from’, on the one hand, the French Agency for Development (AFD), and on the other hand, from the’ European Union (EU). These two projects will accompany the process of consolidation and organizational transformation of FIDH in the next four years. The position, under the supervision of the Deputy Director General, aims to support the teams for a coherent and complementary implementation of these two projects in connection with the Strategy 2030 of the’ organization.

We are recruiting : Coordinator/Coordinator of cross-cutting consolidation/organizational transformation programs of FIDH – CDI full time

Main missions and responsibilities

The Coordinator /the Coordinator of transversal programs has for main missions of :

A/Operational coordination of the Multiannual Partnership Convention (PPC) signed with’AFD and the Framework Financial Partnership Agreement (CSO Umbrella – FFPA) concluded with’UE

  • Coordinate the planning and half-yearly reporting of the activities planned under the two projects, in conjunction with the various directors and directors of the departments concerned
  • To pilot the monitoring-evaluation-learning system of the CPP and the FFPA (logical framework, dashboard etc.), in conjunction with the various directors and directors of the departments concerned, shall ensure its consistency and organise the disclosure of the results
  • Pilot with the.the person in charge WILL BE of FIDH (Monitoring, Evaluation, Accountability, Learning) the impact measurement system of the CPP project
  • Organize, animate and prepare records of decisions of internal follow-up meetings
  • Develop the’action plans and reports of the two projects according to deadlines and in accordance with the requirements of both financial partners
  • To ensure the implementation and monitoring of certain transversal actions common to the two projects (capitalisations,’information meetings, external evaluations…..).
  • Facilitate communication on these two projects, internally within the IS, and externally in collaboration with the Department of Communication.

B/ Ensure smooth communication with’UE and’AFD on the implementation of these two projects

Communication component:

  • Organize and follow up on the annual strategic steering committees with the two partners mentioned
  • Ensure regular communication with both partners
  • Represent FIDH at meetings organized by these partners

Control panel:

  • S’ ensure compliance of the implementation of these programs with the requirements set by these partners (purchases, procedures, audits.)
  • Ensure compliance with the visibility commitments to’AFD and’UE.

C/Technical, administrative and financial monitoring of CPP and CSO projects

  • Support management control in the preparation of budget monitoring (including co-financing) on the basis of the implementation of the activities forecast
  • Ensure consistency between financial and narrative reporting
  • Develop agreements with partners, support teams on’offre calls and other processes as part of’ expenditure commitments procedures.
  • Development and monitoring of financial audit terms of reference
  • To ensure the administrative follow-up of the financing agreements in compliance with the procedures of the EC and the’AFD and internal to the FIDH : requests for’avisations of non-objection or’avenant, informative e-mails, monitoring of deadlines, etc
  • Ensure the update of the administrative file of FIDH on the respective platforms : OCSar for L’AFD and PIC/portal « Funding and tenders » for the’ue (ex-PADOR) and update the indicators and update the logical framework on the OPSYS platform of the’UE
  • Maintain an efficient and up-to-date document archiving system.

Required profile

Level of training, experience

  • Basic level of training of type Master 2 in a field relevant to the function.
  • At least 6 years of combined professional experience in functions of coordination of transversal and complex programmes and monitoring and evaluation funded by institutional donors, and ideally by’AFD and/or’UE

Skills (know-how, know-how)

  • Mastery of the procedures of the’UE and the’AFD, of the tools of follow-up of project, and of’Excel
  • Knowledge of law, international relations, and human rights.
  • Expertise and/or experience in’accompanying the transformation of’organisations
  • Have a taste for teamwork, be autonomous, organized and able to’ interact with collaborators from diverse environments
  • Mastery of French and’anglais in the written and’oral, and good knowledge of’a third language (preferably Spanish, …)

Employment conditions

  • CDI full time – 39h/week
  • Position based in Paris 11th – You will work from the FIDH office in Paris, France. FIDH recognizes that flexible working arrangements are important for the’ work-life balance, and offers the opportunity to work from home up to 80% with a minimum of 4 face-to-face days per month
  • Remuneration : from 42 000€ gross per year over 13 months, according to profile
  • Complementary health and titles restaurant d’a value of 9 €

  • Leave and RTT : 25 days of paid leave per year worked, 24 days of RTT per year.
