SOLIDARITES INTERNATIONAL (SI) is an association of’ international humanitarian aid that, for more than 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by meeting the vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of mortality in the world, SI implements through its interventions an expertise in the field of access to DRINKING’water,’ sanitation and the promotion of’ hygiene but also in the essential, food security and means of existence. Present in more than 20 countries, the IS teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at the headquarters, some volunteers..- intervene with professionalism and commitment in respect of cultures.

The mission

SOLIDARITIES INTERNATIONAL teams in CAR rehabilitate’au and’ sanitation infrastructures, while forming’eau management committees to guarantee their sustainability. Awareness campaigns on’hygiene and’use of’au points help to cope with the strong pressure exerted by the massive influx of populations. SOLIDARITIES INTERNATIONAL supplies drinking water to families, but also to farmers, by repairing certain defective boreholes and ensuring the transport and storage of this water to their land, helping to improve food security.

Work of community interest’s facilitates agricultural, pastoral and commercial activities and therefore’ increases food availability and relaunches the market. Our teams provide’tools kits and seeds to farmers and herders, as well as provide training.

Thanks to a rapid emergency response mechanism and the constitution of’an emergency stock, SOLIDARITIES INTERNATIONAL stands ready to intervene from the first hours of a’ disaster of human or natural origin in order to ensure access to drinking’ water and a healthy environment for populations vulnerable by a shock, a natural disaster or an epidemic.

The estimated budget of the SI RCA mission is about 9 million’euros in 2023. Several financing projects cover the year 2023 but the financial visibility for 2023 must be confirmed through several ongoing project proposals. The’objective is to the stabilization of the mission around’a volume of’activity and funding equivalent to or slightly higher than 2022.

The activities are spread over 3 operational bases (Kaga Bandoro, Markounda and Bouar) covering the Centre/north area of the country as well as’a part of the’West. The coordination office is located in the capital, Bangui. L’opening of’a subbase in Kabo is underway. There are currently about 180 staff on the mission.

Job description

General objective:

The/the Country Director is the/the official representative of Solidarity International.

He/she:

Is responsible for the proper functioning of the mission.
Proposes, according to the geopolitical and humanitarian context, the mission strategy and ensures its implementation once validated.
Controls and guarantees that projects are carried out in accordance with the charter of Solidarity International and in compliance with internal and contractual procedures.
Mobilizes the material and financial resources necessary for the proper conduct of the programs and supervises their management.
Coordinates the teams in place and is the guarantor of their safety on the mission.
Is the direct interlocutor.trice and privileged of the headquarters of Solidarity International.

Main Challenges:

Significant humanitarian needs in IS response areas, requiring a good balance between emergency and recovery projects. The Deputy Country Director (Programmes) directly supports le.la Country Director in this process.
Strategic definition of the mission for 2025 (and more broadly, the 2022-2025 strategy). The mission is currently well funded, but in the context of a “competition” on lower funding in CAR, we will need to maintain privileged links with our donors. This is in order to maintain an at least equivalent or even higher financial volume in order to continue the development of the mission (opening of new areas).
Expansion of field teams and coordination, requiring a significant inter-departmental coordination work and adaptation to the increase in volume.
Consolidation of current national and international partnerships.
Volatile context in IS intervention areas, requiring close monitoring of the context, a focus on access strategies, coordination of a crisis unit in the event of an incident, strong adaptability to security twists and turns, and implementation of established mission security rules. It should be mentioned that le.la Director, ices Pays is supported by the security department, the Field Coordinator and the Regional Directorate in the management of daily security.

Priorities for the first 2/3 months :

Preparation of the 2025 strategic exercise and the 2022-2025 vision (process starting in June 2024).
In conjunction with the Coordination team, maintain a strong link with current donors, while exploring additional opportunities for mission development (opening of new areas).
Deployment of the new 2024 target organization chart, adapted to the development of the mission.
In conjunction with the Deputy Country Director (Programmes), accompany current projects and the launch of new projects (from April 2024) by ensuring coordination support to operational teams.

Your profile

Training :

Experience of 5 years or more in the humanitarian sector
First experience in an equivalent position
University degree of minimum level BAC + 4 in the field of humanitarian’ or any relevant field

Technical experience and skills:

Good knowledge of the project management cycle. Good knowledge of programmatic issues
Good management skills of’senior teams
Good capacity of’analysis
Good understanding of’a complex humanitarian context
Good writing ability
Good capacity for synthesis

If you will be offered the following conditions

An salaried position : According to experience, from EUR 3730 gross per month (3400 base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly of FCFA 480 000

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarities International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage : Expatriates are provided with insurance that reimburses all health care costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a pension system that includes the risk of war. Vaccination and antimalarial treatment costs are reimbursed.

The living conditions in Bangui are very good with easy access to a wide range of restaurants, cafes…

Security risks are low and restrictions are very limited.

However, when you go to the basics, living conditions are more basic, with fewer opportunities for socialization, as well as restrictions on individual movements. The levels of security vary depending on the different geographical locations and the changes in context.
