ACTED is currently seeking an ASH officer to integrate our team into the Venezuelan mission.

Under the supervision of the Project Manager, he / she will be responsible for supervising and executing the activities of the ASH component of the project “Integrated emergency response to cover the needs of the most vulnerable population in Venezuela ” financed by ECHO, in Coro, Falcón state.

Among its main tasks, it will have to lead the activities of the ASH component of the project to ensure that the scope, the budget, schedule and quality are in accordance with different project specifications, donor requirements, and ACTED rules and procedures.

Functions

• Develop ASH activities in the field, ensuring that international standards and guidelines are met, and that activities are aligned with Acted’s ASH strategic plan and identified needs.
• Plan the various stages of project activities implementation and set direction by setting priorities and organizing activities and resources to achieve project objectives.
• Ensure that project execution is carried out on time, with the objective and the established budget
• Anticipate and mitigate the risks associated with the implementation of ASH activities throughout the execution of the project.
• Supervise the activities of ASH carried out by the personnel of the organization under their charge, as well as the fulfillment of the work plans of the implementing partners in ASH issues.
• Collect, analyze and share information on ASH needs and on the ASH situation in Falcón.
• Lead the design process of ASH interventions in all the sectors that the organization works, preparing the technical specifications, amounts of work and specific characteristics related to ASH throughout the process of design, bidding, acquisition, installation and operation of infrastructure works or activities of the program team.
• Perform on-site supervision, ensuring that materials are used in accordance with the requested amounts of work; keep records and coordinate any adjustments with the logistics and procurement unit and infrastructure assistants.
• Training for users and beneficiaries: support the selection, training and management of users or beneficiaries of ASH actions, including the strengthening of local leaders and community volunteers.
• Supervise that the target communities and local authorities in charge of ASH participate in the design of activities and delivery of goods or services, promoting a sense of ownership.
• Plan the logistics, administration and coordination of project meetings, workshops and trainings under the ASH component.
• Project Reports and Records: Write reports and keep track of project ASH activities, including research reports; information disaggregated by sex / gender / special needs of beneficiaries; monitoring reports, etc.
• Support the identification and documentation of good practices, beneficiary stories and lessons learned from ASH programming.
• Contribute to the preparation of concept notes and project proposals in the ASH component.
• Represent Acted in relevant spaces, including thematic group coordination meetings, ASH cluster, and meetings with implementing partners.
• Ensure that all data and information on ASH components in the project are properly archived and shared in Sharepoint.
• Any other task or responsibility designated by the Project Manager, the Base Manager or the Area Coordinator

Desired profile

Requirements

Mandatory
• Professional title (graduate or master’s degree) in civil engineering, environmental engineering, water and sanitation, health and hygiene promotion or other discipline related to ASH issues.
• At least two (2) years of relevant experience in implementing ASH projects. Preferably in an international NGO.
• Management of generic humanitarian guides and manuals and ASH such as Sphere Manual, Wash Fit, 3-star Manual, compendium of technologies and sanitation systems, etc.
• Experience in dealing with national partners and local / government authorities.
• Experience in proven organizational skills.
• Experience working in multicultural work environments
• Microsoft Office Package Domain
• Soft skills: dynamism, leadership, team management, autonomy, high attention to detail, responsibility, assertive communication, results orientation, transparency, flexibility.

Desirable (not mandatory):
• Experience in education and training.

Conditions
• Employment contract for the provision of services for 10 months with the possibility of renewal according to budget availability and performance.
• Workplace: ACTED Office in Choir.
• Professional fees according to the scale of the organization.
• Face-to-face work and trips to municipalities within Falcón state.
