CONTEXT :

  • The Directorate of International Programs (DPI) of Humanity & Inclusion includes among others 5 Geographical Directions, 4 Technical Directions, 1 Directorate Atlas Logistics and 1 Directorate Emergency.
  • Within the Emergency Department, and under the responsibility of the Emergency Manager, the/the Emergency Operations Officer :
  • Is responsible for the operational monitoring (both qualitative and quantitative) of the emergency’ responses implemented on the ground and for compliance with the frameworks established within the framework of’a response led by the Emergency Department (Ad-hoc response) and/or in advanced support to a geographic direction
  • Is in charge of coordinating and/or actively contributing to fund projects aiming to better frame & equip the different modalities/HI emergency response mechanisms in relation to other directorates

In 2024, the/the Emergency Operation Officer will support as a priority the crises of high intensity led by the Emergency Directorate and/or the Geographical Directions (Sudan, Palestine, etc, and any new emergencies to come).

In addition, e/the Emergency Operations Officer will be in charge of the following fund files :

  • develop and formalize operational guidance on the’ emergency response through implementation partners – in connection with emergency referents of technical departments and shared services
  • develop and formalize an operational guidance on the’ emergency intervention in remote– in connection with emergency referents of the technical directorates and shared services.
  • He/she will also contribute directly to the work in progress of registration of HI with’OMS as Specialized Cell in Rehabilitation, and, work to be carried out on strengthening our agreements with certain emergency donors as well as’ other fund projects according to priorities.

OBJECTIVES OF THE POSITION :

Responsibility 1 : Supports programmes in the implementation of operations and the resolution of problems (programme link)

  • Ensures that emergency mechanisms/tools/processes are activated when a’emergency response is started and supports their implementation in relation to the relevant services.
  • Ensures that a mechanism for monitoring the quality of projects and programmes is in place and operates :
    carries out audits /quality control on the project cycle and/or ensures that the other departments concerned implement it – according to processes and tools adapted to the’urgency ;
  • Defines, formalizes, coordinates and ensures regular and formalized communication (dedicated to monitoring operations) with teams in the field and at headquarters;
  • Facilitates problem solving, contributes to mobilization and supports teams : contributes to problem solving, identifies the necessary resources, etc, directly ensures the grant management or the follow-up of the project in case of gaps or exceptional needs, ensures the coordination and communication with the National Associations, etc, contributes to the monitoring and the’alert in connection with the REACT team’ ;
  • Contributes strongly and actively to the development of the emergency response strategy, with a particular focus on the operational strategy ;
  • Ensures the briefing and debriefing of expatriates in departure/return ;
  • Alerts the Emergency Manager or other services concerned in case of problems and recommends actions to be taken ;
  • Plans, organizes and implements the transfer of’a program to its opposite’a Geographic Direction and facilitates capitalization and its sharing ;
  • Contributes to recruitment according to humanitarian functions and issues ;

Responsibility 2 : Contributes to the improvement of the capacities of response to emergencies (Transversal)

  • Coordinates (often through the coordination of’a multi-direction working group) or actively contributes to the fund building sites under the responsibility of the’ team « Response », aiming to better frame and equip the different modalities of response to emergencies of HI : response scenario, rapid response modality, EMT registration, partnership health actors.
  • Contributes to the deployment and capacity building of project management and MEAL (in connection with the relevant Directorates) : identifies needs & priorities, identifies, contributes to the design and/or animation of training modules, contributes to the dissemination of lessons learned from experiences and capitalization exercises, contributes to recruitment processes, etc, mentoring where appropriate ;
  • Contributes to the dissemination of knowledge of donor rules (in connection with the Directorates concerned) ;
  • Contributes to the’ improvement of practices (process, guidance, tools, etc.) on cross-cutting topics ;
  • May have specific responsibilities on certain cross-cutting issues ;

Responsibility 3: Contributes to the implementation of the Emergency Strategy

  • Contributes to the definition and monitoring of the implementation of the Emergency Strategy ;
  • Contributes to the production and/or revision of reports of’activities of the Emergency Department
  • Contributes to the regular updating of the Emergency Management Steering Tools by updating the dashboards/linkage tools related to: donor deadlines & indicators search for funding, key indicators of operational monitoring, recruitment, implementation of institutional policies ;
  • In case of need and in agreement with the Director Emergencies, replaces the Manager Emergencies on certain topics in his absence ;

Field visits : the’Emergency Operations Officer will be required to move on the ground as part of a’ support mission to the program (precise terms of reference). He/She may also be required to deploy on gap filling.

ACCESSIBILITY OF THE WORKPLACE :

The premises are easily accessible by public transport (bus, metro). Car parking and a bicycle park are also available. Within the building, access ramps and elevators ensure better traffic. All workstations are located in Open Space but boxes are available on each floor to work in peace if necessary. The’work space is very bright.

PROFILE REQUIRED :

  • You have’ experience field in emergency
  • You have’ experience in project management
  • You with’ experience working in multidisciplinary and multicultural team
  • You have a perfect command of the’project engineering, the project cycle, the tools of assembly follow-up
  • You know the major emergency funders
  • You have a strong capacity and autonomy in the work
  • Writing skills in french and english
  • English (spoken and written) essential
