Within the financial management, the’s team of management control is composed of’un.e responsible and more than 20 people (management controller, accounting missions, financial management manager, responsible, but also dedicated positions procedures and training, tools or transversal projects). The service mainly has a role of forecasting (budgets, revisions), information (reporting, monitoring, alerts), training and control.

A major transformation project is underway. Its aim is to improve the financial and logistical management processes of Medecins du Monde France through the implementation of’a new information system (SAP) integrating the fields of finance and of supply. To the replacement of various non-integrated software applications with an integrated solution, S’ combine the business process adjustment and working practices in a framework of « digital and organizational transformation ».

It aims to simplify our processes of Financial and Logistics Management, to have at your disposal a reliable and traceable financial and logistical information, to, facilitated the global management of our actions and the decision-making at the service of projects.

This project is part of MdM France’s desire to evolve towards a high level of MDM management and activities.

The deployment phase of the computer solution, as a result of the phases of ‘discovery’ and customization, consists mainly in user training,’adjustment tasks and the ‘real’ progressive’ use’ of the new solution.

The post

Under the supervision of the management controller, you will carry out the supervision of the financial follow-up of’a portfolio of France delegations and headquarters services, in compliance with the deadlines and procedures MdM and donors.

To this end, you will provide technical support to the headquarters and delegation teams on the financial management of the regions.

Specifically, your primary responsibilities are :

Finance & management

  • Verify and support teams in the production of annual budgets and revise it in the MdM format
  • Verify or develop the cash flow plan
  • Verify and support teams in MdM budget monitoring
  • Control consistency between accounting, budgeting and analytical allocations
  • Supervise and accompany the’analysis of the budgetary monitoring carried out by the budgetary managers
  • Alert budget managers on the respect of deadlines, differences in consumption and financial risks
  • Produce financial items as part of accounting closures

Financing and donors

  • Verify and support teams in the production of donor budgets, in the development of the financing plan, as well as for changes related to possible alternatives
  • Verify and support teams in donor budget monitoring
  • Verify and monitor compliance with funding plans
  • Verify and support the teams in the production of financial reports in compliance with deadlines
  • S’insure of the financial follow-up of subsidies for the France sector
  • Verify the financial parts of the documents cited above

Technical support to regional delegations or headquarters departments

  • Disseminate financial procedures and tools
  • Technically support the teams on the financial procedures and tools, alert in case of malfunction
  • Carry out field visits in order to’ identify the improvements to be implemented in the procedures and implement the continuous training of the teams
  • In connection with the CDG service, organize and animate training sessions
  • Participate in cross-cutting issues
  • Conduct briefings and debriefings of budget officials

Others

  • Participate in France operational cluster meetings
  • Contribute to meetings for the definition of a financing strategy upstream of applications for donor financing
  • Participate in the meetings and workshops of the’management control and accounting team

Profile

  • Higher education in management (bac+4/5)
  • Minimum experience of 4 years
  • Ability to analyze financial documents
  • Ability to synthesize and communicate financial information
  • Mastery of donor mechanisms
  • Team work
  • Resistance to stress and a steady pace of work
  • Ability to train and support employees
  • Ability to build trust with interlocutors
  • Mastery of Excel (Advanced and Macros would be a plus)
  • Mastery of management software (SAP would be a plus)
  • Current mastery of the pack office
  • Mastery of French at the’ and the’oral imperative

Advantages

  • Fixed-term contract in the context of additional activities
  • Position to be filled as soon as possible until 31 July 2025
  • Monthly gross salary of 3306 euros
