CONTEXT :
After the closure of its programme in 2004, the Federation Handicap International (HI) reopened its RCA mission in 2015 through the activities of the logistics platform. Since then, HI has deployed humanitarian interventions around 4 pillars related to its operational strategy : Logistics Humanitarian – Health – Inclusion – Reduction of Armed Violence. Key activities have been implemented, including: facilitation of road, river and air transport, light civil engineering through the rehabilitation of roads, etc, crossing structures and landing or aerial’ runways, integrated functional rehabilitation (kinesitherapy, equipment) associated with stimulation therapy for malnourished children and their accompanying persons, individual and community mental health and psychosocial support,L’inclusive humanitarian action and inclusive governance, capacity building of organizations of people with disabilities, the socio-economic integration of the most vulnerable households through the development of’AGR. With regard to certain sectors that are no longer part of the priorities of donors and the issues related to the decline in’urgence funding in CAR, the, logistics platform projects that facilitated road, river and air transport and shared storage of humanitarian actors’ items after several years were closed between August 2023 and January 2024. This has affected the closure of HI’s operational base in Bangassou. HI is currently working at the operational bases in Bangui and Bambari as well as at the sub-bases in Bocaranga, Nagoundaye and Alindao.

YOUR MISSION :

Under the hierarchical responsibility of the Technical Head of Program of the country mission, the/the Inclusion specialist will be in charge of :

  1. Provide technical expertise in its sectoral scope of the’inclusion
  • Guarantee technical support to projects and country mission program teams in accordance with CRDPH and IASC standards as well as to HI specific technical frameworks.
  • Ensure the technical learning of the teams affected on all the projects carried out by the mission in order to make the actions more inclusive.
  • Support the strengthening of the organizational and technical capacities of DPOs and ONAPHA so that’elles are able to carry and defend their rights with the actors for their inclusiveness in the activities and programming humanitarian.
  • Ensure the control and technical follow-up of projects in connection with the HI quality reference system
  • Contribute to the’animation of the professional channel of the technical divisions
  1. Participate in the representation of the’organization and the development of its influence
  • Promote HI technical expertise in HI coordination mechanisms and sectoral working groups on’ inclusion
  • To establish a mapping of actors (humanitarian partners, CSOs and Ministries) evolving on the topic of’inclusion in CAR
  • Contribute to advocacy on specific topics of’inclusion with stakeholders (humanitarian community, CSOs and Ministry of Trusteeship)
  • Contribute to the popularization of messages of communication and awareness at the local level to encourage more’ engage in concrete actions.
  1. Contribute to the development of social mission
  • Identify and develop consortia and the LOCAL partnership approach in connection with the requirements of localization
  • Contribute to bring HI’ expertise in the context of the’ tool for evaluating the capacities of local partners and due diligence with ONGI in the’inclusion sector.

SPECIFICITIES/PARTICULARITIES OF THE POSITION :

  • The context of the capital of Bangui is relatively calm despite periodic demonstrations in some boroughs and patrols that are usually organized by the internal security forces making the exits limited to some places and a curfew set at 1:00 in the morning.
  • Security constraints in some provinces are sometimes volatile and unpredictable despite the stabilization of the context in CAR city centres ;
  • For the majority of regions, travel is by UNHAS flights. Only some destinations are accessible by road, depending on the physical and safe access’.
  • The position is based in Banqui with field trips to’ accompany the teams of projects and’ other actors in the promotion and consideration of’inclusion
  • Leisure areas (swimming pool, squash, tennis, gym, restaurants, bars, dancing, etc.) are available in Bangui ;
  • All expats in Bangui live in the same Guest House, a new 3-storey building with 7 equipped and furnished apartments (including 2 bedrooms per apartment).
  • ’access to the’internet and telephone network coverage is significant in Bangui but sometimes limited in the provinces.
    • You hold a Master in Sociology with a minimum of 5 years of’ experience in your field, and at least one successful experience in the field of’ inclusion in an emergency context.

YOUR PROFILE :

  • You master /understand the different explanatory models of the’ approach AGH (Age, Gender, Handicap), the international frameworks of the rights of the’Humanitarian,’action, strategies to combat’exclusion and discrimination, operational and technical issues, IASC standards and Guidelines, CRDPH,’ accessibility standards and the’ RECU approach
  • You master written communication and via the principle of’andragogy, you know how to negotiate and set a clear framework, you know how to accompany and motivate a team or a group that needs’a support on the’inclusion in the piloting of their program.
  • You had a good knowledge of the approaches and processes of’integration of disability in the HNO/HRP as well as the realization and’ interpretation of access barrier studies

  • Salary : from 2750€ gross/month ; according to professional experience ;
  • Perdiem : 725,80€ net/month – paid in local currency on the ground ;
  • Hardship : 250€ net/month
  • Paid leave : 25 Days per year ;
  • R&R : 5 days every 3 months

  • Housing : Collective supported by HI ;
  • Unemployment insurance levied only for nationals of’UE ;
  • Retirement insurance ;
