A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 institutions and services in the health, medico-social and training sectors. It is also the head of 12 regional institutes for health and social training.
Sa Directorate of International Operations (DOI) is present in twenty countries, including Africa, the Middle East/Europe and the Indian Ocean and Caribbean area via its Regional Intervention Platforms (RIPs). Its areas of intervention are varied: health, water and sanitation, food security and livelihoods, psychosocial support and disaster risk reduction, both in emergency contexts and with a view to the recovery of populations after a crisis.
Newly created, the South Pacific Ocean Regional Response Platform (PIROPS) is the representative delegation of the French Red Cross (FRC) for the Pacific region and its operational humanitarian action and regional cooperation.
PIROPS helps the populations of the South Pacific on all major disasters and is working to develop actions to strengthen the resilience of populations on the French territories as well as to countries and territories in the area.
The South Pacific is an area overexposed to multiple risks (e.g., cyclones, floods, volcanic eruptions, earthquakes, and tsunamis), the islands that S’y find are particularly vulnerable due to their size and geographical fragmentation. In this ocean are four of the ten countries identified as the most at risk in the world (vanuatu, Solomon Islands, Tonga and Papua New Guinea).
PIROPS is implementing in this area the 3 Oceans project, funded by’AFD, which aims to reduce the impact of natural disasters, by, health crises and the effects of climate change on the populations of the three ocean basins (Indian Ocean, Caribbean and South Pacific) on the themes of risk prevention, disaster preparedness, reconstruction and development.

Function :
Under the authority of the/the Regional Representative PIROPS, the Financial and HR Administrative Manager is responsible for :
- Administrative and financial management: in compliance with local legislation, implementation of procedures, management of financial resources (accounting, treasury, budgets, financial reports..).
- The management and monitoring of HR as well as the training of its administrative team and partners
- Organisation and participation in the planning of programmes and their resources on the’ budgetary year.

Mission#2 -Support the necessary support to its counterparts in the SN Partners
Mission#3 participation in the establishment of security

Practical information related to the position
SPECIFIC CONTEXT OF THE POSITION:
- Regular missions to the area will be required
- The anchoring of PIROPS in the New Caledonian territory is a specific element to be taken into account for the successful redeployment of GRC activities in the zone, in, and more specifically those concerning this territory listed within the project « 3 Oceans »
- Mobilization during humanitarian emergencies in the area is required
- Evening and weekend work is possible during activities with volunteers (training of neo-Caledonian teams for emergency response for example) or in the event of a disaster in the area

Training : Training in management control, finance, general administration, management or accounting type Master of’a recognized institution (high school, business school, university, Bioforce, etc.)
Specific knowledge :
- Experience or knowledge of the Red Cross movement desired
- Propension to team work and to the’ listening
- Flexibility, creativity,’ initiative and adaptability
- Capacity of’analysis and synthesis
- Rigour of safety rules in a sensitive context
Essential skills and experiences :
- Experience in managing multicultural teams’
- At least 3 years of experience in humanitarian or solidarity organizations
- Mastery of the Mandatory Office Pack
- SAGA Knowledge
- Good analytical and synthetic mind
- Good autonomy and ability to work under pressure
Skills and experiences appreciated :
- Knowledge of the Pacific context would be an asset
- Knowledge of the procedures of the main donors (AFD, ECHO, EUROPEAID, ERDF)
- Knowledge of CRF procedures
Languages
- Excellent level of French compulsory (spoken and written)
- Mandatory fluent English (read, written and spoken)
