Inclusive Management Officer for Disaster Risks and Climate Change (Guasdualito, Edo. Apure) At Handicap International – Humanity & Inclusion


He OFFICIAL OF GESTION INCLUSIVE OF RISK OF DISASTERS AND CLIMATE CHANGE will work hand in hand with the project manager to support the development and implementation of projects underway in the Apure State, taking into account the objectives established internally and externally, with the aim of maintaining the quality required by HI and the desired impact on the communities, ensuring the inclusive approach.

CARGO RESPONSIBILITIES:
Will contribute to implement the project “ Comprehensive and inclusive response of age, gender and disability, to the humanitarian needs of the municipality of Páez (Apure state), Venezuela ”. The incumbent will make thematic contributions for adaptation to climate change and inclusive DRR: preparedness, response, rehabilitation and recovery.

KEY RESPONSIBILITIES:

  • Prepare a detailed project execution plan and guarantee its correct execution within the agreed term.
  • Contribute to the development of a planning, monitoring and evaluation framework (PME), methodology and related tools for the timely execution of the project according to the PME policy.
  • Provide thematic information in the areas of Climate Change and inclusive RRD actions.
  • Contribute to the performance of feasibility studies, baselines, terms of reference and project reviews according to the requirements of the project framework.
  • Ensure that internal regulations, operating procedures and safety standards are applied within the team and the hierarchical responsibilities of the operating unit are respected, the line of communication and the objective of results-based management.
  • Help the project team develop and validate individual action plans.
  • Ensure, together with project team members and local partners, the design of appropriate tools and templates to register, notify and document the relevant data generated by the project in general and resilience in particular.
  • Contribute to the design, development, production and distribution of effective social communication materials related to the project.
  • Facilitate the documentation of success stories and produce the main lessons learned and challenges of the project, as well as the mitigation measures adopted to overcome these challenges.
  • Contribute articles related to the project to the quarterly and annual bulletins of HI Latin America / HQ, etc.
  • Maintain effective coordination and collaboration with the different projects of HI Venezuela, the consortium partners, donors, government partners and implementing partners
  • Contribute to initiate / facilitate exchanges and links between the different HI projects in Venezuela to guarantee that common issues strengthen and add value throughout the health and rehabilitation sector, inclusive DRR and resilience and social protection.
  • Provide technical and management contributions to partners for organizational development.
  • Work with project teams and other thematic advisers or officers to integrate functional rehabilitation, social protection, climate change and inclusive disaster risk reduction in other HI work sectors.

OBJECTIVES:

Communication and information:

  • Enforces and promotes HI policies on child protection and sexual exploitation and abuse (PSEA) and informs the person directly responsible for any breach of HI policies within teams or partners
  • Prepares weekly, monthly and final reports on project-related activities and prepares the detailed weekly work program for approval by the Project Manager
  • Inform the hierarchy without delay of any difficulties, bottlenecks or irregularities that arise in ongoing activities
  • Occasionally represents the project to administrative authorities and other partners, by delegation of the project manager
  • In close collaboration with the MEAL officer, ensure the collection and availability of data relating to project beneficiaries
  • Participate in team meetings

Emergency preparedness and response:

  • Contribute to the program’s emergency preparedness initiatives and, in an emergency situation, adapt its work to contribute to an effective HI humanitarian response.

CHARGE PROFILE:

  • Minimum Bachelor of Science in Environmental Science / Disaster Management / Adaptation to Climate Change or related field
  • Minimum 3 years of relevant experience in thematic areas of climate change and DRR.
  • At least 2 years of experience in the humanitarian field in an international NGO or other organization in a position in the DRR sector or in a similar project
  • Previous experience working with people with disabilities is valued, especially in contexts of forced displacement or humanitarian crises
  • Experience with intervention strategies
  • Field project management
  • Knowledge of the local government development planning process
