  1. Context of’intervention

Medicos del Mundo (Doctors of the World Spain) is an international humanitarian organization whose mission is to provide medical care to the most vulnerable populations worldwide, even in Spain as well. It seeks to stimulate the voluntary engagement of physicians, other health care providers and those whose expertise in other areas is necessary for its activities, to obtain all the competent support necessary for the implementation of its projects and to seek at all times to encourage close working relations with the populations in its care.

MdM Spain has been present in Burkina Faso since 2002. MdM Spain is currently conducting projects in 4 regions of Burkina Faso: Sahel, North Centre, Centre and Hauts Bassins, through two projects, one of which is an emergency around the medical care of malnutrition and WaSH in Nut for displaced people and host populations, and the second, is, a development project around the rights to sexual and reproductive health for young people and adolescents.

  1. Responsibilities

The main objective of the position of Coordinator of Support Services is to ensure the effective and efficient functioning of the Burkina Faso mission of MdM Spain, through all the support functions that are finance, finance, finance and, L’administration, HR and logistics, at the national level and at the base level. It will coordinate these functions to meet the needs of the program.

The Coordinator of the Support Services is a member of the’ coordination team of the mission.

As Support Services Coordinator you will be responsible for the hierarchical supervision and management of the aforementioned’ team and the technical supervision of the finance, administration, management teams, HR and field managers of Ouagadougou and bases for :

  • Financial management of the mission (budget development, budget monitoring, accounting, treasury, etc.)
  • Management of human resources of the mission, including the administrative framework for the management of national staff (salaries and contracts)
  • Administrative management of the mission
  • Logistical management of the mission

While ensuring compliance and application of the MdM-E rules and procedures and specific donor procedures, reporting according to the deadlines of internal and external deliverables, and, and on the other hand, to the capacity building of the teams whose technical and/or hierarchical supervision you have.

  • Responsible for recruitment, training and’supervision of the’administrative team
  1. Financial management of the mission
  • Ensure that the accounting process is efficient and accurate, with an adequate level of audit and segregation of duties ;
  • Ensure the development, monitoring and compliance of the cash flow forecast ;
  • Coordinate the effective management of cash, in particular to ensure the smooth running of operations and to maintain control over risks ;
  • To ensure the development and regular updating of the budget follow-ups ;
  • S’ensure of the follow-up of the financial relations with the lessor (payments, repayments, financial reports, etc. ) ;
  • Participate in the development of new projects, for the financial, administrative and HR part ;
  • Ensure proper implementation and compliance with the rules and procedures of MoM-E and compliance with donor procedures, and, by ensuring that’elles are aligned with legal requirements and within the national legal framework, and by designing or adapting policies, and, relevant local procedures and tools for the optimized management of the financial resources of the mission ;
  • Provide regular and adequate indicators to monitor the mission’s financial situation and provide relevant cost analysis, regular monitoring of expenditures against the budget, and, analyze deviations and suggest corrective actions if necessary ;
  • Prepare audits and coordinate responses to auditors ;
  • Work closely with project managers.
  1. Management of human resources
  • S’ensure of compliance with the various internal procedures RH ;
  • Ensure compliance with the legislative framework on HR management ;
  • To ensure the’application and the’ possible update of internal HR management documents (internal regulations, packagings of’engagement, salary grid, etc.) ;
  • Ensure the administrative management of HR and the monitoring of staff movements (recruitment, leave, contract purposes, etc.) ;
  • Ensure the implementation of annual evaluations ;
  • Ensuring the smooth running of the recruitment process ;

  • S’ensure of the good administrative and accounting documentation of the mission ;
  • S’ ensure administrative compliance of the mission with Burkinabe texts, donor rules/procedures and those of MdM-E ;
  • S’insure of the’archiving of data and documentation of ongoing and closed projects ;
  1. Logistics management
  • Ensure the availability of goods and services to ensure the smooth running of operations ;
  • Manage the various resources of the mission (equipment, operating services, services related to the project..) ;
  • S’insure of the development and follow-up of’achat plans, and ensure compliance with the’achat procedures in force ;
  • Participate in the’ accompaniment and training of all MdM staffs in the understanding and the’ application of the purchase procedure and its tools ;
  • Follow up the standard logistics procedures of MdM-E and supervise their application in accordance with the legislation and regulations of the donors ;
  • S’ensure of the good management of the vehicle fleet and’equipment ;
  • Write the various reports related to logistics: monthly logistics report, donor reports, etc. ;
  • Participate in the’ elaboration of new projects, for the logistic part ;
  • Participate in the development and updating of lists of suppliers, lists of prices, etc. ;
  • Support the basics in the management of premises, offices, homes and pharmacies ;
  • Analyze and proceed on the eve of the markets.

Candidacy

  1. Candidate profile

Formation

  • Higher education (bac +4/5) in Economics, Accounting /Finance compulsory ;
  • Higher education in administration, Human Resources, logistics or equivalent would be a plus.

Experiences and skills required

  • Demonstrated professional experience of’at least three (03) years in a similar position ;
  • Professional experience of’ at least four (04) years in budget management ;
  • Experience working within’une NGO ;
  • Professional experience in another country is an asset ;
  • Experience working in the North Central and/or Sahel region, within’ONG International is an asset ;
  • Good knowledge of donor mechanisms and procedures ;
  • Good knowledge of’supply chain management ;
  • Good knowledge of the financial, administrative and labour law system in Burkina Faso ;
  • Excellent knowledge of computer tools (Word, Excel, Power Point, accounting/management and pay management software) ;

  • Remuneration : In accordance with the salary schedule of MdM-Spain Burkina Faso according to profile and experience ;
  • Contract type : CDD of local law ;
  • Desired start : 1 September 2024 ;
  • Duration : 12 Months, renewable ;
  • Base : Ouagadougou.
