Purpose

PAC is an active NGO established in 2012, registered in Turkey, active in NWS, with other small operations offices in both Yemen and Sudan.

In NWS; PAC is a leading organization in both the health and Nutrition sectors through several central programs that work to improve the resilience of crisis-affected communities in NWS.

PAC’s programs always aimed to build and support the active health and nutrition systems in the target areas through maintaining a high level of integration across several sectors and leads central services to facilitate the provision of the service that other actors are running in NWS.

PAC is fully applying for the Protection against sexual exploitation and abuse (PSEA) principles in all its work stages, as well, PAC is highly committed to creating a safe service provision environment based on humanitarian principles, and international humanitarian law, clean of any racism.

PositionSMART Manager.

Workplace: Gaziantep/Turkey with travel to Syria.

Department: Programs.

Report to: Programs Manager.

Key Responsibilities:

  1. Lead the training of PAC staff on the SMART methodology:
  2. Prepare and review the training material based on the updates from the SMART methodology and recent developments.
  3. Assist the technical lead in making the necessary. communication and preparations to the participants.
  4. Conduct the required training based on the existing assessment and evaluation tools.
  5. Prepare a detailed training report to be shared with the program management team.
  6. Lead in the planning for SMART surveys in using the SMART methodology:
    1. .Gather all the background and secondary information relevant for protocol development.
    2. Review the indicators to be assessed and come up with refined and clear survey objectives.
    3. Together with the technical teams in PAC develop the protocol using SMART methodology.
    4. Lead the team to ensure correct sampling for clusters and households in the survey domains.
    5. Develop a practical assessment plan for the survey areas.
    6. Ensure training for data collection using mobile data collection tools.
    7. Support the field teams in having the survey protocols validate by the relevant technical groups.
  7. Lead the enumerator level training:
  8. Contextualize the enumerator level training package to fit the current training
  9. Prepare and share the training agenda for the enumerators.
  10. Successfully conduct a standardization test for the enumerators and other team members.
  11. Ensure all technical aspects of the training have been addressed to have well trained teams.
  12. Based on the enumerator strengths, assist the field teams in composition of teams.
  13. Support the teams in data collection:
  14. With the help of the field teams develop a practical movement plan for data collection.
  15. Guide and lead the survey team on data supervision and daily quality checks.
  16. Provide daily feedback on the quality checks to the survey teams.
  17. Update program management team on the progress with data collection.
  18. Address any challenges during data collection personally or through the right channels within program management team.
  19. Lead in the data analysis and report writing:
  20. Lead the analysis of anthropometry, mortality and additional indicators.
  21. Prepare a preliminary report detailing all the main survey findings.
  22. Support the validation of the survey findings.
  23. Take lead in the development of the final report incorporating all the feedback given.
  24. Lead the field teams in developing feasible recommendations based on the findings of the survey.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES:

  • Demonstrated understanding and commitment to humanitarian principles.
  • Strong skills in coordination and the ability to work effectively with a range of stakeholders, including nutrition clusters, partners, and the Ministry of Health.
  • 3.Highly developed writing skills – both at a programmatic level (assessment reports, proposals) and at a policy level (policy papers, guidance notes).
  • 4.Strong communications skills (both written and verbal) at a level appropriate for high- level external representation presentations).
  • Ability to work in insecure contexts and flexibility working with different cultures.
