IMPACT Initiatives (IMPACT) is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative (REACH), which aims to improve the impact of humanitarian, recovery and development action, through quality information, coordination and capacity building of partners in the sector. IMPACT has been present in Latin America and the Caribbean (LAC) since 2019. To implement REACH activities, IMPACT works with ACTED, an international NGO whose headquarters are in Paris and is present in thirty countries. The two organizations have strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

IMPACT is currently looking for a Senior Evaluation Officer to lead our assessment cycles focused on markets and livelihoods.

IMPACT seeks to hire a Senior Evaluation Officer to lead evaluations focused on markets and livelihoods in Venezuela. He will be responsible for activities related to planning and design, collection, analysis, quality control, data and information management, design and writing of reports and presentations, collection of best practices and lessons learned and participation in internal and external meetings in accordance with IMPACT guidelines.

We are looking for an experienced candidate who has previously implemented research projects in a complex humanitarian environment. The candidate should feel comfortable representing IMPACT to external actors and be able to coordinate and establish contacts with a variety of external partners. The Senior Evaluation Officer will be responsible for contributing to the development of the strategy and the implementation of the evaluation cycles of Venezuela, under the supervision of the Evaluation Manager, based in Caracas, Venezuela. The position is based in Caracas with the possibility of traveling as necessary.

RESPONSIBILITIES

Assessment Planning

  • Ensure that secondary data has been considered in the preparation of all evaluations;
  • Design of evaluations and data analysis plans, ensuring that all evaluations are planned in line with the relevant objectives of the project and program, in consultation with humanitarian partners and in accordance with IMPACT guidelines and quality standards;
  • For each evaluation, produce Terms of Reference (TdR) and ensure that they are reviewed in the country before sending them to IMPACT headquarters for validation.

Evaluation implementation

  • Lead the development of quantitative and qualitative data collection tools;
  • Coordinate with external partners for the collection of primary data;
  • Plan and lead enumerator training for primary data collection;
  • Ensure that all collected data is stored in accordance with IMPACT data management guidelines and terms of reference;
  • Monitor data collection, in accordance with the agreed terms of reference.

Analysis

  • Supervise the cleaning and data analysis processes, guaranteeing a correct implementation in accordance with the agreed terms of reference and / or agreements with key external partners;
  • Lead the production of reports, reports, and presentations;
  • Manage the preparation, conception and production of information products, maps and dashboards as necessary in coordination with data and GIS personnel.
  • Collaborate and follow up with key partners and stakeholders during the analysis and dissemination processes, as necessary;
  • Ensure that all evaluation products are completed in a timely manner and have been validated and verified by IMPACT headquarters.

External relationship

  • Represent IMPACT in thematic and multi-sectoral group meetings / technical working groups in the country, and follow up on the technical issues identified in the meetings of working groups or thematic groups;
  • Present the results of the evaluations to relevant partners, to improve their use and impact;
  • Ensure that relevant partners are consulted and involved at all stages of the evaluation cycle: evaluation preparation; data collection; data analysis; product review; product dissemination; and lessons learned;
  • Maintain a close link with partner organizations to guarantee the smooth implementation of activities;
  • Ensure that external communications with key partners and stakeholders, including United Nations agencies, and NGOs have been conducted and documented as appropriate;
  • Support the Research Manager in the external relationship on strategy or fundraising and grant management as necessary.

Strategic development

  • Contribute to identifying information gaps in line with humanitarian priorities, and identify strategies to strengthen the impact of market and livelihood assessments;
  • Explore and contribute to synergies with other knowledge assessment and management actors, as well as strategic partnerships with key humanitarian actors and decision makers. Give special importance to finding contextually sensitive ways to overcome the challenges of dissemination and communication among humanitarian actors;
  • Contribute to the development and implementation of the IMPACT Venezuela strategy.

Accountability to communities and beneficiaries

The Senior Evaluation Officer is responsible for ensuring that all interactions with Venezuelan communities are carried out in a respectful and advisory manner. Due attention should be paid to ensuring that communities are adequately consulted and informed about the objectives, activities, and methodologies of the IMPACT program. This is the responsibility of each IMPACT staff member.

Data Protection Confidentiality.

He Senior Evaluation Officer will maintain the strictest confidentiality on all the data collected and related processes; same. It will actively take steps to prevent the unauthorized exchange of any information and data belonging to IMPACT and its partners, or collected during its assignment with IMPACT.

Requirements

  • Excellent academic training, including a degree in economics, sociology, international relations, or some related discipline, or equivalent work experience;
  • At least 3 years of relevant research work experience, preferably in humanitarian or development settings;
  • Familiarity with the humanitarian aid system in Venezuela;
  • Excellent attention to detail and commitment to produce high quality work;
  • Excellent research design and data analysis skills;
  • Good knowledge of the different sampling frameworks and statistical knowledge;
  • Advanced knowledge of Microsoft Office (in particular, Excel, Word and PowerPoint);
  • Adaptive capacity, proactivity, and interest in learning and innovation;
  • Leadership and construction of a teamwork culture based on productivity and respect;
  • Critical thinking and decision-making skills in pressure situations;
  • Flexibility to assume other tasks and responsibilities according to the needs of the team.

Desirable

  • Experience in research or livelihood projects;
  • Experience in creating ODK / Kobo questionnaires;
  • Experience with InDesign;
  • Knowledge of R / Python / STATA / SPSS or equivalent statistical software;
  • Oral and written command of English.

Conditions

  • Salary defined based on the organization’s salary table; level of education, experience, security and results will be considered in the form of a bonus;
  • Workplace: Caracas, Venezuela with possible trips in the country and the region;
  • Contract duration: 1 year (with possibility of extension);
  • Start date: 08/19/2024;
