Disaster Preparedness Officer (Apure) At Danish Refugee Council


The Danish Refugee Council is one of the world’s leading humanitarian NGOs and works in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local populations / host communities. DRC is currently seeking two (2) highly qualified Disaster Preparedness Officers for a 06-month contract (renewable based on funding and performance) based in Guasdualito, Edo. Apure, Venezuela.

About work:

DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, information sessions for PoC, prevention of human trafficking, rehabilitation of health infrastructure, humanitarian interventions in best practices in hygiene and food security.

General purpose of the role:

Under the supervision of the Disaster Preparedness Team Leader (DP), the DP officer will be directly involved and will ensure the daily execution of DP activities, especially in the intervention areas. It will support the Team Leader in facilitating DP activities, developing information materials, supporting communications, and sensitizing people with specific needs. The DP officer will support the team leader with disaster response activities.

Your main duties and responsibilities will be:

  • Support the team leader in identifying DP-related assessment needs in internally displaced persons and host communities in Apure and in any other area.
  • Support the team leader in identifying and selecting beneficiaries with the help of local authorities and others derived from protection teams, Economic Recovery and WASH. In addition, contribute to establishing correct understanding reports with relevant service providers / stakeholders.
  • Implement DP projects together with the team leader using the appropriate tools to guarantee deliverables on time, on budget and with the expected quality.
  • Take into account the vulnerabilities of marginalized communities and / or with Protection Risks and participate in each of the project cycles related to DP activities.
  • Participate in DP trainings and also support WASH emergency preparedness and response activities.
  • Contribute to the development of training and orientation materials. Document the results and lessons learned from the implementation of the DP program, including emergency preparedness and response, to promote knowledge sharing with partners and stakeholders on PD.
  • Support the team leader by liaison with other relevant actors / NGOs, local administrators and internally displaced persons leaders for collaborative efforts, among others.
  • Ensure that all relevant stakeholders have information on background, program, objectives, areas of work, the duration of the programs and activities in the field of the organization.
  • Complete the forms and the appropriate documentation of the DP sector for the intervention projects, including the transport of GPS coordinates and the mapping of the activities / areas of the project, among others.
  • Contribute to contingency planning for a possible PD emergency response.
  • In the absence of the protective equipment leader, support the DP project with the close coordination of the Program Manager and the DP specialist.
  • Perform any other relevant tasks as requested by line managers and the DP team.
  • Develop / support with drills and preparation exercises to ensure team efficiency.
  • Contribute to the development and implementation of comprehensive disaster preparedness plans.

Required

  • At least 2 years of experience in the field of DP and others.
  • Excellent understanding of basic DP programming training, participatory training methods, community mobilizations, and networking.
  • Bachelor of Humanitarian Work, Bachelor of Disaster Management, Political Science, Environmental Science, and other related or similar careers. Higher education adds value to the selection process.
  • Effective and timely implementation of all the interventions described in the project and any other programmatic activity related to PD.
  • Work experience and knowledge of the local destination.
  • Able to adapt to changing situations as needed.
  • Able to work well under pressure and in adverse conditions.

Desirable

  • Calm and diplomatic character;
  • With knowledge of aspects of Protection, WASH or Economic Recovery.
  • Ability to manage competing priorities and meet deadlines;
  • Ability to lead a team and create a good team environment;
  • English management
  • Knowledge of Venezuelan legal framework and international law.
