RBM Partnership to End Malaria

The RBM Partnership is a global health initiative created to implement coordinated action against malaria. It mobilizes efforts and resources and forges consensus among partners. It acts mainly through its Partners Committees, which are intended to formalize, consolidate and amplify the priorities of the Partnership, namely advocacy, resource mobilization and support to countries and regions. Each Partners Committee is supported by a (e) responsible for the Partners Committee employed(e) by the RBM management team.The Committee of Partners responsible for regional and country support (CRSPC) provides a platform that allows’ to involve the RBM Partnership community in coordinating support to countries and regions then that’s are implementing their programmes for the fight against malaria and the eradication of the disease. The support provided is tailored to the needs and existing capacities in each country and region.

Functions & responsibilities

The specialist (e) in charge of digitising campaigns for distribution of’insecticide-treated nets (MII) works for’UNOPS/RBM to encourage and’ assist countries in solving problems related to the creation of digital platforms for ITN distribution campaigns and/or the generalization of their use. A significant increase in investments in the digitization of ITN distribution campaigns is expected in the coming years, which requires the intervention of experienced consultants. The consultant(e) is involved in solving the problems related to the’introduction or generalization of the digitization of IBD distribution campaigns, and the’ use of the different platforms.

The specialist must have expertise in the’assessment, development, governance and implementation of tools and technologies for digitizing ITN distribution campaigns.

The tasks that may be entrusted to it consist in particular of :

  • Provide technical contributions to the’analysis of the context and operational needs for the digitization of ITN distribution campaigns in close collaboration with malaria control and other programmes interested stakeholder with a clear definition of the aspects of the campaign that will be digitized (macroplanning, microplanning, including geolocated microplanning,’ household registration, distribution, etc, logistics and the’ supply chain, supervision and monitoring, change in social behaviour, etc.).
  • Conduct an assessment of the country’s digitization’ ecosystem and key indicators (penetration rate of the’Internet, use of social media, national network coverage, etc.), identifying opportunities, and, weaknesses and gaps associated with digitalization of campaigns.
  • Promote discussions on the selection of the digital platform and the functionalities required to achieve the digitization objectives.
  • To make technical contributions to the development of the’ plan of action of digitization on the basis of the results of the’analysis of the context and the operational needs and to ensure that’il is in adequacy and coherent with the global strategy for ITN and’ other programmatic activities (CSC, logistics and’ supply chain, monitoring and evaluation).
  • In close collaboration with logistics, support the’ development of a detailed budget based on clear quantitative data relating to staff (recruited at national or international level) and training, including, the hardware and software (specifications and number of smartphones, main scanning platform and related applications, etc.) needed to digitize campaigns.
  • Support the development of the detailed calendar of digitization activities and the roles and responsibilities of each of the stakeholders and service providers.
  • Define the modalities of’ risk assessment that may occur during the digitization of campaigns and associated’ mitigation measures.
  • Participate in the configuration of the digitization platform by supporting the process of defining, deploying, monitoring and implementing country-specific requirements.
  • Write related documents such as job descriptions for digitization staff, terms of reference for the sub-digitization committee,’ use of smartphones, etc, software specifications and standard operating procedures for digitization.
  • Provide technical contributions to the definition of primary parameters for the’assessment of the pilot digitisation campaign and necessary adjustments before scaling up.
  • Propose technical advice for the’organization of the’evaluation meeting of digitization after the campaign, and, including the creation of’tools to collect information from beneficiaries and workers of the campaign.
  • Formulate recommendations concerning the flow of’activities of the digitization campaign, the process of collecting data from households with the help of smartphones (equipment purchased or approach WITH [Bring your personal communication equipment]) and’applications and the process of’ sending this data to the main platform via the Internet.
  • Monitor the progress of digitization efforts, assess their impact and suggest improvements based on’data analysis and stakeholder feedback.
  • Support the updating of the forward-looking monitoring of online digitisation for each section of countries as digitisation progresses during the campaign.
  • Act in consultation with the various stakeholders, including government representatives, health workers and technical partners, and, in order to ensure the successful implementation of the digitization of IBD distribution campaigns.

Essential qualifications

Formation

  • University degree of higher cycle (master) desired, preferably in medical informatics (public health or social sciences), in information and data management system, in, in computer science and in programming of data collection systems or in a related field. An undergraduate degree (license or bachelor) can be considered with two additional years of’ experience.

OR

  • Technical/professional license with 8 years of additional’ experience

OR

  • Technical/professional degree with 11 years of additional’ experience

OR

  • Diploma of’ secondary education with 13 years of experience’

Professional experience

  • A minimum of 5 years of professional experience in public health, or related fields, and more particularly in the field of digital health and/or campaign management, with the use of healthcare campaign platform software such as DHIS2, Commcare, RedRose, Health Campaign and’ data collection tools such as’ODK, Kobo, Power BI, Tableau, etc., is required.
  • Knowledge of digital health tools and technologies, such as mobile applications, data management systems and platforms for online reporting
  • Experience working on mass IBD distribution campaigns, mass vaccination campaigns or other large-scale programmes such as food distribution,’ emergency operations, etc, disaster response or other large scale health or humanitarian programmes are required.
  • Proven experience in the development of’ guidance documents, technical specifications and operational processes for digital health interventions or campaign digitization is required

Desirable skills :

  • Excellent communication skills to effectively convey technical information to non-specialized stakeholders, and coordination skills to manage multi-national initiatives
  • Knowledge of national health policies and programmes for the control of malaria in a broad sense

Languages:

  • Mastery of French is essential.
  • Practical knowledge of other languages such as English or Portuguese desired
