About the job

Kvinna till Kvinna has supported women’s rights in Ukraine since 2014 through cooperation with organisations working for women’s rights. In our Ukraine programme, we support organisations focusing on the needs and rights of diverse women, in both big and small cities, in the west where the majority of internally displaced persons are settled and closer to the frontline in the eastern parts of Ukraine. Kvinna till Kvinna believes that no one is better placed to create lasting change than strong, local organisations, movements, and individual activists that effectively represent their constituencies.

Kvinna till Kvinna is hiring a Programme Officer for Ukraine to be based in the regional office of Kvinna till Kvinna in Tbilisi, from where our work for the South Caucasus and Eastern Europe is managed.

Kvinna till Kvinna seeks to advance women’s rights in the respective regions through partnership, provision of financial and moral support, as well as through convening and strengthening networks, and undertaking critical, feminist analysis.

As a Programme Officer for Ukraine based in Tbilisi, you are part of the South Caucasus and Eastern Europe team within the Programme Department. You report to the Regional Director.

Responsibilities

The Programme Officer for Ukraine holds the responsibility of ensuring that the implementation of the Ukraine programme is compliant with Kvinna till Kvinna’s mandate, policies and working methods and is responsible for the following key tasks:

  • Ensure close dialogue with partner organisations throughout the project cycle; conduct partner visits (when and where possible in Ukraine considering the program needs and security situation on the ground) and other monitoring activities, provide technical and strategic assistance;
  • Provide continuous support to partner organisations and organise experience exchange, study trips, network meetings and capacity-strengthening activities according to the annual plan;
  • Develop regular reports on programme implementation and current political developments in the country to donors, Head Office and any other stakeholders, as per need;
  • Assess applications and reports from partner organisations;
  • Contribute to the development of donor applications and reports, annual operational plans, budgets, context analyses and risk assessments for the South Caucasus and Eastern Europe programme;
  • In close cooperation with other program staff, conduct general administration and financial procedures in relation to programme implementation;
  • Assist in coordinating and facilitating events, trainings and workshops;Participate in regional and global working groups to further develop methods and thematic areas of Kvinna till Kvinna;Act as one of the key persons of contact and communication from Kvinna till Kvinna at external meetings and functions, for example with donors, the Swedish Embassy, international organisations and other NGOs;

About you

To be successful as a Programme Officer for Ukraine you need to be a strategic thinker, responsible and adaptable. Kvinna till Kvinna is looking for someone with good social and outreach skills and the ability to cooperate with a range of partners and stakeholders and act as a good ambassador for the organisation even outside of work. You should enjoy working independently with the ability to prioritise and stay solution-focused. You can handle peaks of intense workload, as well as during the ongoing war, political, conflict and security crises in Ukraine and in the region so you can stay informed to continue supporting partner organisations.

Your civil society engagement, work experience and knowledge about Ukraine context as well as interest in feminism, gives you a belief and commitment to women’s rights and gender equality and with that a comprehensive knowledge of current global issues and trends.

Professional qualifications

  • Bachelor’s degree or equivalent in Human Rights, Gender Studies, Conflict and Peacebuilding, Political Science or any other related field;
  • Minimum three years of relevant work experience with civil society, women’s human rights, gender equality, peacebuilding, women’s empowerment, women’s political activism and/or organisational development;
  • In-depth experience in project cycle management and in planning, monitoring and evaluation;
  • Experience of adhering to and monitoring programme budgets;
  • Experience in drafting donor reports and donor proposals;
  • Experience in identifying and providing capacity building to CSOs;
  • Experience working with or in conflict-affected countries or countries at war with security issues, including a good understanding of conflict sensitivity and Do No Harm approaches;
  • Good understanding of human rights and the application of a rights-based approach in development cooperation;
  • Excellent written and oral communication skills in Ukrainian and English
  • Skilled in the standard Microsoft Office package;
  • Experience working on human rights, gender equality and/or feminist issues in Ukraine;
  • Right to live and work in Georgia

Merits

  • Experience in conducting organisational assessments;
  • Experience of working with bi- and multilateral donor funding;
  • Knowledge of the donor landscape in Ukraine and wider Eastern Europe region and experience in fundraising;
  • Experience of regional work in the Eastern Europe region;
  • Knowledge of Russian or one of the regional local languages.

Terms & Conditions

This is a national position open for candidates having legal right to work and reside in Georgia.

The position is full-time with a starting probationary period of 6 months on a fixed 1-year period with the possibility of extension. The starting date is the 1st of September 2024 or as soon as possible.
