CONTEXT:

Our organization responds to the worst humanitarian emergencies in the world and helps people affected by humanitarian crises, including the climate crisis, to survive, recover and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the organization works in more than 50 countries to generate a lasting impact by providing medical care, help children learn and empower people and communities to be self-sufficient, always seeking to address the inequalities faced by women and girls.

The humanitarian crisis in Venezuela continues to worsen, with approximately 19 million people, 66% of the population, needing humanitarian assistance. More than 7.7 million Venezuelans have emigrated to satisfy their basic needs, marking an unprecedented migration crisis in Latin America and one of the largest displacement crises worldwide. Colombia, which has received at least 2.9 million Venezuelan refugees and migrants, also faces multiple challenges, leaving some 8.3 million people with significant humanitarian needs. This situation has resulted from the combination of different factors such as armed conflict, climate variability, the latent impact of COVID-19,inflation and institutional limitations to face both the internally affected population and the massive arrival of refugees and migrants.

The organization, hand in hand with a large number of local allies, has responded to this situation by providing services in the areas of health, protection, education and economic recovery and development in Norte de Santander, Valle del Cauca, Cundinamarca, Antioquia, Nariño and Bogotá. In Venezuela, we develop programs through local organizations in the areas of health, education, food security, and protection. To date, we have served 576,699 people in these countries.

General job description:

This position will ensure that the organization’s supply chain policies and procedures respond to the context. Training will also be provided to staff / consultants and local implementing partners to facilitate and implement supply chain processes.

The Supply Chain Assistant reports to the Operations Coordinator and is responsible for managing CIR-VE purchase requests, verify offers and track office related deliveries, as well as training and improving the capacity of partners in their supply chain processes related to daily operations, and in improving partner policies and procedures and adopting best practices.

All the functions that support the CIR-VE program in Venezuela will require the highest level of discretion, with special attention to the security protocol, to protect personnel, to partner organizations and beneficiaries.

Main responsibilities:

  • In coordination with the supervisor, carry out and document the price and cost analysis in relation to the acquisition efforts for the CIR-VE and its associated organizations within Venezuela. Price analysis will generally take the form of comparison of quotes, market prices, or other indices. Cost analysis should ensure that each cost element is reasonable, permissible under CIR-VE and donor regulations, and acceptable for the relative benefit-based project.
  • Knowledge transfer, support plans, performance management of the supply chain association between CIR-VE and its partners.
  • Monitoring and control of acquisitions.
  • Provide additional technical assistance to the program team and all partner organizations within Venezuela as necessary to maintain a high level of responsibility for procurement.
  • Guarantee an adequate control of the management of the acquisitions of goods and services in accordance with the policies and procedures of the CIR-VE.
  • Collect offers from potential suppliers for all operations and program requirements.
  • Facilitate procurement aspects of program planning and upcoming acquisition resource needs.
  • Work with all CIR-VE staff / consultants to ensure seamless introduction and adoption of procurement systems; help teams understand their roles and responsibilities for interaction with Acquisitions throughout all purchasing processes.
  • Receive, verify and analyze offers; process the analysis of offers and price comparisons in accordance with CIR-VE standards.
  • Track deliveries, either with suppliers or with CIR-VE staff; update applicants on the status of their PR.
  • Manage and update the supplier database and a price list for all categories.
  • Advise on market research and supplier evaluation.
  • Ensure that all required supplies, services, and equipment are delivered on time. This includes routine communication, coordination, and planning with relevant requesting personnel regarding their orders.
  • Ensure that all documents related to Supply Chain (electronic and printed copies) are properly archived, organized and updated.
  • Coordinate with the finance, administration and program departments to ensure the integration of internal controls, timely payment to suppliers and complete and auditable supporting documentation.
  • Inclusion of all necessary acquisition documents in the exemption request files (purchase requests, market studies), ATC, etc.
  • The acquisition processes from start to finish are carried out through the INTEGRA tool.
  • Any deviation from the CIR-VE acquisition process is identified, documented and communicated in a timely manner, following the mechanism established for proper monitoring.
  • Monitoring asset management and managing end-of-project inventory reports.
  • Ability to develop, adapt or build effective, functional and lower risk procedures.
  • Fleet management of the Táchira office.
  • Táchira and Apure contract management.
  • Knowledge transfer, support plans, performance management of the supply chain association between CIR-VE and its partners.
  • Any other role related to the role assigned by the supervisor to achieve the role’s objectives.

REQUIREMENTS OF THE POSITION:

  • Bachelor of Logistics, Business Administration, Industrial Engineering or related careers.
  • 2 years of specific shopping, logistics or supply chain tasks.
  • Great organizational capacity; ability to interact effectively with international and national staff.
  • Basic knowledge of oral and written English.
  • Solid computer skills in MS Excel and MS Word programs.
  • A deep understanding of donor ethics / procurement procedures and compliance is essential.
  • Have demonstrated ability to perform various tasks and process information in action so as not to delay program activities.
  • You will be available to travel independently when requested.

SG-SST Responsibilities:

Exercise the tasks derived from your employment contract subject to occupational health and safety regulations not only in defense of your own safety and health but also with respect to other workers and beneficiaries and in protection of the facilities where he works, informing the immediate supervisor or internal bodies for the prevention of accidents about dangerous conditions or situations and/or occupational diseases so that actions can be taken in a timely manner. They will use correctly and keep personal protective equipment in good condition, giving the person responsible for its supply or maintenance immediate account of the loss, deterioration, expiration, or malfunction of them.They will report their state of health and participate in the trainings. Failure to comply with the responsibilities and functions of safety and health will be taken into account as a serious offense, and will be the cause of disciplinary processes and measures and / or termination of the employment contract.
