Chef.fe de Mission Senegal – CDDU At PLAY International


PLAY International is looking for his/her future Head of Mission in Senegal. The taking of office is scheduled for August 2024.

Location’assignment : Dakar, Senegal.

PLAY International

PLAY International is a French NGO founded in 1999 on a conviction: sport is a source of solutions to meet our societal challenges. PLAY International’s main mission is to design and implement’education and’inclusion projects for children and young people in vulnerable situations, including, using sports games as a teaching tool. L’ONG works in particular on issues such as’access and maintenance to’school, equality girls-boys, reconciliation of communities, etc, prevention health – eat well – move well – sleep well – use screens, change of focus on disability Since its creation,PLAY International has implemented educational and humanitarian projects in France and internationally in more than 25 countries for the benefit of nearly ’ 1 million children. Today, the association relies on 6 missions in Burundi, Rwanda, France, Kosovo, Comoros and Senegal. PLAY International is a member of the SOS Group.

Responsibilities & missions

The Chief of Mission (CDM) is directly responsible for strategic planning, finance, human resources, program design and implementation, and, operations in support of the program, administration, safety and security, monitoring and evaluation, expansion/development and representation of’ONG required for the smooth running of PLAY operations in the country and throughout the African continent, especially in West Africa. The HOM plays a leading role through a high level of strategic leadership and effective advocacy. He/she is ultimately responsible for all aspects of national projects and ensures that the organisational structure is adapted to the operational context.The mission consists of 6 international employees and 7 national employees, based in Ziguinchor and Dakar. The CDM works under the responsibility of the Director of Operations of’ONG, based in Paris, at the headquarters. The missions of the/the HOM are as follows :

1.Mission strategy and development

  • Analyze the context and development needs in Senegal and propose new programs and partnerships, consistent with the national and global strategy.
  • Ensure the external representation and strategic positioning of PLAY with local and international stakeholders (institutional actors, donors, NGOs and CSOs, etc.) ;
  • Identify potential relevant local and/or international partners and ensure that each partnership contributes to the’ achievement of PLAY’s global, regional and national strategy.
  • Define the elements of partnership with educational and sports institutions and follow-up of the signatures of the conventional documents ;
  • Identify calls for proposals, seek funding opportunities, and pilot the mission’s responses to these opportunities.

2.Operations

  • Ensure that administrative, accounting and financial procedures are followed and in accordance with the PLAY procedures manual and donor requirements.
  • Oversee the implementation of projects and their activities, in accordance with commitments to donors and donors.
  • S’sensure of the inclusion of the technicality of PLAY in the implementation of activities, by facilitating’a technical coordination between Pedagogical Coordinator of the mission and Technical Referent of the headquarters ;
  • Support capitalization and’integration of monitoring and evaluation measures into country strategies, frameworks, policies and plans.

3.Management of Human Resources

  • Supervise the’ mission team, their evaluation and capacity building.
  • Facilitate internal coordination and communication within the’ country team offices and with the other PLAY offices at’international and headquarters.
  • Participate in global associative life.

4. Safety & security

  • Perform constant monitoring of risks and document information related to local security (social and political context, external actors, economy..), and communicate them at headquarters.

  • Interest in developing new projects, identifying new opportunities and contributing to the development of PLAY’s mission in the region
  • Leadership, taste for multicultural team work
  • Interest in development themes, including those of protection of the’childhood and’education, sport as a tool of’education.
  • Stress management and priorities
  • Adaptability, flexibility
  • The mastery of French is the mastery of English’ is an asset.

Formation

  • Master II in International Relations, Project Management, Political Science, or equivalent.

Experiences

  • At least 5 years of experience’ in the field of International Cooperation, HUMANitarian’ and/or Development.
  • Previous experience as head of mission or in a position with equivalent responsibility in NGO/cooperation
  • Proven experience in fundraising, writing projects in response to donor opportunities in accordance with their requirements. Knowledge of public and international donors such as AFD or the EU is an asset.
  • Financial management experience is an asset
  • Partnership management experience is an asset
  • Proven experience in managing national and international teams
  • Knowledge of Senegal is an asset

  • Contract + duration: 12-month CDDU ( renewable )
  • Salary: according to PLAY salary grid
  • Benefits: per diem, AR flight, health insurance and repatriation.
