The Project for Transparency and Integrity, hereinafter “ the Project ”, is a five-year project implemented in El Salvador by Counterpart International in association with the National Development Foundation and Wellington Page International and funded by the United States Agency to International Development (USAID). The Project seeks to improve the transparency and accountability of Salvadoran State entities, including municipalities, and compliance with anti-corruption policies; as well as increasing citizen participation and control over state activity to prevent and combat corruption.

To meet the stated objectives, Counterpart seeks to hire the services of a Media and Disclosure Specialist to support the Coordinator of Civil Society Initiatives (hereinafter the Coordinator) in the technical and operational execution of the various activities related to the area of civil society within the project.

Responsibilities

  • Support in the design and implementation of strategic communication plans whose beneficiaries will be civil society organizations.
  • Support the beneficiary partners of the Project to develop their specific narratives and spread them in the best possible way.
  • Serve as a link with the ecosystem of independent media and journalists in El Salvador to position pro-democratic narratives.
  • Articulate spaces for relating the project to independent media and journalists.
  • Prepare case studies and other documentation related to the construction of new narratives.
  • Support the processes of co-creation of ideas aimed at strengthening the ecosystem of journalists with training spaces in data journalism, investigative and outreach journalism/loyalty of the independent media with their audiences.
  • Support the development of communication tools (bulletins, brochures, summary of project activities) as needed.
  • Prepare material on the new narratives for an unskilled audience in appropriate language, as appropriate.
  • Collaborate in the preparation of communication material for beneficiary partners (including ‘ talking points ’ for public events and success stories).
  • Prepare terms of reference for the hiring of consultancies and services in accordance with the approved work plans.
  • Prepare terms of reference for the granting of subsidies and provide technical monitoring of compliance with the subsidies granted, mainly those associated with the media and journalists.
  • Other activities related to the position that are required by the Coordinator.

Qualifications

  • Graduated from university in journalism, organizational communication, political communication or related branches.
  • Six (6) years of experience.
  • Experience on issues of democracy, good governance and human rights.
  • Experience in the construction of new narratives and dissemination of new ideas and concepts.
  • Results-oriented and capable of working with diverse groups and different intercultural environments.
  • Knowledge of social networks and how to build stories through them.
  • Knowledge of the ecosystem of media and journalism associations in El Salvador.
  • Management of computer tools (Office 365, training platforms, presentation and design programs)
  • Excellent oral and written communication skills.

Preference:

  • English language proficiency written and spoken. This includes the ability to participate effectively in formal conversations, read technical materials, and write technical reports.
  • Master’s degree in strategic communication, political science, political communication, human rights or other related branches.
  • Experience working on programs that focus on issues of social auditing, anti-corruption fighting and promoting transparency, and rights.
  • Knowledge of the management of projects financed by international cooperation.
