Context :

The’Organisation Internationale pour le Migrations en Guinea implements several projects all different in their approach and the’Financial and accounting unit plays a key role in ensuring accountability, the reporting of the funds made available, internal control.

Main functions / Responsibilities

Under the general supervision of the Chief of Mission of’OIM in Guinea and the direct supervision of the Resources Management Officer, the/the National Head of Resource Management (e) is responsible for the financial and accounting aspects of the Office of’OIM in Guinea Conakry, and in particular for :

  • Implement, control and supervise accounting, financial, and human resource and logistics management activities on a daily basis ;
  • Ensure the entry of accounting operations in the PRISM software for the assigned roles ;
  • Carry out the monthly accounting closing operations and send the accounting bids to RAS (Regional Accounting Support) ;
  • Ensure an appropriate classification of the financial documents of PRISM and the supporting accounting documents ;
  • Verify that all supporting documents and signatures are obtained before the finalization of vouchers, check invoices and ensure that equipment, supplies or services to which they refer have been duly received or provided before making the request for payment ;
  • Verify travel expense reimbursement calculations (expenditure claims) ;
  • Prepare the payroll and supervise the administrative management of human resources ;
  • To ensure the maintenance of an efficient banking system, including monthly bank reconciliation operations ;
  • Manage the cash flow of the mission, including requests for funds, cash controls and accounting reconciliations ;
  • To provide support to the Programme Managers for the preparation and monitoring of their budgets, and, inform the Programme Managers and the Resources Management Officer of any anomaly in the budgetary progress of the projects, prepare the financial reports of the projects respecting the reporting deadlines and procedures of the’OIM ;
  • Prepare, with the Programme Managers and the Resources Management Officer, the annual budget of the mission and any revisions ;
  • Supervise the’ accounting team, and’sassure of the annual’assessment of this team,
  • Execute all tasks entrusted to it by the Management

Qualifications and Experience required

Education

  • Be holder of a university degree (Min BAC+2), training in accounting, economics, administration, or management of’entreprise or equivalent degree ;
  • Additional studies on administrative topics will be highly appreciated.

Professional Experience :

  • Documented professional experience.
  • Work experience of at least 4 years in administration, accounting on a similar position
  • Experience working with an international organization or other institution of international cooperation an asset ;
  • Experience SAP required ;
  • Required knowledge of the NGO and’environment environment of international solidarity, the setting up and management of projects as well as the search for funding, set up of project management as well as the search for funding
  • Very good command of’informatique and in particular of’Excel
