M&E Officer At ARCS Arci Culture Solidali


The initiative “PASS: Peace, Community Assistance, Economic Development and Social Security” founded by AICS and implemented by ARCS Arci Culture Solidali (ARCS) in partnership with Caritas Jordan (CJ) and Justice Center for Legal Aid (JCLA) aims to strengthen the social, economic and political inclusion of local communities in Amman, Balqa and Madaba, targeting the sizeable Iraqi minority settled in the three governorates. The integrated approach aims to ensure social protection, economic inclusion, basic social and health services, access to justice, and promote peaceful coexistence and non-discrimination among the different components of the target communities.

The project has two main outcomes aimed at creating the conditions for effective economic and social inclusion of the Iraqi minority in the intervention areas.

Specifically, Result 1 aims to improve opportunities for Iraqi Christians to access employment in Jordan and possible third countries of relocation through the strengthening of their professional skills, as well as to socially empowering beneficiaries by reducing tensions and promoting peaceful coexistence and inclusive development in the communities where they live. This will be achieved through an internationally accredited vocational training program aimed at equipping Iraqi refugees with soft and technical skills in various job sectors through training workshops and paid internships, contributing to their present and future economic stability; community-based social and cultural activities involving Christian Iraqis, Jordanians, and people of other nationalities, aimed at encouraging the integration of the minority into the local society, along with interfaith dialogue activities to foster peaceful coexistence among its different components.

Result 2 aims to improve beneficiaries’ access to basic services (physical and mental health and legal support), thus ensuring their social protection and fundamental rights. For this outcome, the following will be provided to beneficiaries: (i) quality health services, including primary and emergency health services, as well as community-based awareness-raising interventions on the risks of NCDs; (ii) psychosocial counseling services focused on strengthening coping mechanisms and raising awareness on psychological well-being; and (iii) comprehensive legal support that will include orientation sessions on identified needs, emergency legal assistance, and individual follow-up, in order to improve beneficiaries’ access to legal services and provide counseling on crucial issues such as employment and immigration.

The M&E Officer will be hired full time for 20 months (with possible extension) and s/he will be based in the project’s office in Amman, Jordan. Visits to project activities in Amman, Balqa and Madaba are foreseen.

The selected resource will develop and implement the project’s M&E plan (objectives, results and indicators), supervising and facilitating the achievement of the foreseen results within the project.

Detailed responsibilities

ln coordination with the project manager:

  • Help supervise the implementation of activities;
  • Develop a PDM system;
  • Draft Trimestral Operative Plans;
  • Ensure an accurate data collection and analysis throughout the project implementation;
  • Develop monitoring tools and a monitoring plan based on the activities, indicators and foreseen results in coordination with project staff and partners.

Minimum qualifications

Minimum 3 years of experience in M&E;

Bachelor’s degree in economics, social sciences, humanities or any other relevant field.

Arabic mother tongue and fluent knowledge of English (spoken and written);

Good computer skills, in particular in the use of Word, Excel, PowerPoint;

Aptitude for teamwork and good relationship skills with partners, beneficiaries, donors, local institutions;

Knowledge of the PCM and the principles of humanitarian aid.

Sharing of ARCS mission and values.

Preferential requirements

Experience in the execution of livelihoods projects;

Knowledge of the geographical area of intervention;

Knowledge of Italian language.
