The WFP office in Bunia, operates in 36 health zones in the management of moderate acute malnutrition, the prevention of acute malnutrition, etc, L’Infant and young child feeding integrated into the CBT and GFD. L’assistant(e) to Finance will provide support to Finance by ensuring the various tasks.

BACKGROUND AND JUSTIFICATION OF THE POSITION:

This position is to be filled in the field office of Bunia. The holder reports to the Head of the unit or Head of Finance(e), or to his or her alternate(e).

At this level, the job holders concerned must take responsibility for the proper implementation of various financial procedures and activities/budgets requiring them to interpret to some extent the standard guidelines and practices at their disposal. Everyone should be able to recommend’action lines to their colleagues at various levels and can assign tasks to’ other support staff.

MAIN FUNCTIONS AND RESPONSIBILITIES (indicative and non-exhaustive list) :

  1. Assist in providing staff with assistance on applicable procedures and technical support in the areas of finance and budget to ensure compliance with management policies and rules financial and Financial Regulations of WFP.
  2. Ensure monthly monitoring of expenditure forecasts and reporting on expenditure to facilitate informed decision-making.
  3. Regular monitoring of temporary advance and ancillary accounts to ensure that funds are available and disbursed appropriately.
  4. Verify supplier receivables, advances and other amounts receivable and comply with appropriate purchasing procedures, including, to ensure that suppliers are settled in a timely manner and in accordance with WFP financial rules and regulations.
  5. Recover, format and verify information from various financial information systems and bring any anomalies or inaccuracies to the attention of the line manager (s), and monitor corrective measures.
  6. Monitor and record all expenses in accordance with the approved budget to ensure that the expenses invoiced are correct and that payments to external suppliers, cash donations and other supplier invoices are processed in a timely manner.
  7. Clean up bank accounts immediately after posting the bank statement by the Finance Officer, and prepare bank account closure reports every end of the month ;
  8. Receive, verify and process payment requests received from requesting units (Program, Supply Chain, Administration) in ITS and WINGS and submit them to the Finance Officer for payment ;
  9. Track unidentified transactions with the bank to correct them in the system before the end of the month. Submit the bank replenishment request to Finance CO, and follow up with Finance CO and the bank for the transfer ;
  10. Track all unfinished transactions in WINGS and close them as soon as possible (advances to partners, staff, telephone debts, vehicle usage, etc.)
  11. Perform any other tasks required by the hierarchy.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Training:

  • A university degree in the field of finance, administration, economics or other related field is required for this position.

Desired experience:

  • At least five (5) years of professional experience, at increasingly high levels of responsibility, in the field under consideration.
  • Minimum two years (2) years of experience in the field of finance.

Knowledge & skills:

  • Break (e) the use of desktop hardware and software such as Microsoft Word, Microsoft Excel and Powerpoint.
  • Knowledge of common procedures and methods to carry out the work requested under minimal supervision.
  • Ability to identify anomalies in the data and to correct problems that require special attention.
  • Ability to provide guidance or basic on-the-job training to less experienced staff members.

Language knowledge:

Master (level C) of the French language (spoken and written) and/or intermediate knowledge (level B) of English.
