Hoffnungszeichen | Sign of Hope e.V. (SoH) is announcing an open tender procedure for consultancy services for a mid-term evaluation in South Sudan.
Background and Rationale
Hoffnungszeichen | Sign of Hope e.V. (SoH) is a Christian motivated organization for Human Rights, Humanitarian Assistance and Development Cooperation. From its base in Constance, Germany, SoH is committed to helping those in distress and exploited people worldwide.
This mid-term evaluation is commissioned under the German Federal Ministry for Economic Cooperation and Development (BMZ) budget for development projects run by private organisations.
SoH is the private German executing agency and the contracting party, with the Catholic order Institute of the Blessed Virgin Mary (IBVM), known in South Sudan as the Loreto Sistersbeing the local implementing partner.
IBVM works to secure the freedom and dignity of people, active cooperation and partnership on an equal footing, recognizing the participation of women and reforming the church. IBVM’s long-term goal is to establish a basic standard of education. IBVM’s main focus is in Lakes State, with a focus on Rumbek Centre. IBVM has a strong presence in Rumbek and is a member of the Diocese of Rumbek (DoR) and the Religious Fraternity. The organization is implementing the project, “Education for Poverty Reduction: Capacity Development and Vocational Training towards Sustainable Employment in Lakes State, South Sudan” whose overall objective is improving the educational level and employability of young adults, especially women and girls, in Lakes State, South Sudan and contributes to long-term socio-economic development (SDGs 4, 8, 10)”. The project will specifically ensure that 400 teachers and 430 young adults have increased capacities in the fields (English, pedagogy, IT, vocational preparation and community development), apply them effectively in their fields of employment (teaching, community development, individual professional development) and their social environment (women’s engagement, peacebuilding, etc.) and thus contribute to the socio-economic development of the region. Some of the core activities involved in the project include construction and commissioning of a regional education centre (REC), training of teachers and young adults and strengthening capacities of relevant development actors.
Purpose, Objectives and Use
The purpose of the evaluation is to provide SoH and IBVM with a comprehensive assessment of the project, conducted systematically and impartially, as well as analyze the progress towards the achievement of the project’s results and identify risks to the implementation and results of the project, propose actions to ensure sustainability of the results, identify lessons learned and information for potential future projects. The study will provide concrete, credible and practical recommendations that will assist with the timely incorporation of the findings into the decision-making process and contribute to the organizational learning of both implementing organization and SoH .
The study will support the project quality assurance measures implemented by SoH and meet the donor requirements towards the development projects implemented by German private organisations.
The evaluation will address evaluation questions based on the standard OECD/DAC evaluation criteria of relevance, coherence, effectiveness, efficiency, sustainability, and impact (please see https://www.oecd.org/dac/evaluation/revised-evaluation-criteria-dec-2019.pdf).
