Country Director At Norwegian People’s Aid


Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

We are looking for a new Country Director to join our programme in Peru. The position is a newly established position, as the existing programme from 2019 will enter a new phase and needs a higher level of management in country to cover both Mine Action and Arms Management and Destruction projects. NPA’s country programme in Peru is expected to run until at least 2028, when Peru is expected to meet their mine clearance deadline and significantly have improved their capacity for weapons and ammunition management. The security situation in Peru is stable, potentially allowing for a family duty station, depending on funding.

Requirements

  • Relevant higher education, minimum a bachelor’s degree or equivalent qualifications (military qualifications with international deployments).
  • Experience from Mine Action and Disarmament as well as ammunition management.
  • Minimum five years’ experience of working internationally at senior management level.
  • Experience of strategically managing and directing large scale projects.
  • Strong people management experience with proven ability to lead and manage a multidisciplinary and multicultural team.
  • Experience with resource mobilization strategies and successful proposal writing.
  • Experience of having developed relationships and negotiated with donors, government bodies, other NGOs as well as local partnerships.
  • Experience in capacity development of national authorities, including conducting assessments and delivering trainings.
  • Experience of managing finance, administrative and human resource systems.
  • Knowledge and understanding of relevant institutional donors (USDoS, NMFA, etc.).
  • Understanding of, and commitment to, humanitarian and capacity development principles.
  • Written and verbal proficiency in English.
  • Some knowledge of Spanish or other Latin languages; Written and verbal proficiency in Spanish is highly desirable.
  • Good literacy, numeracy and IT skills.

As a person, you have the ability to motivate and develop a team, as well as excellent communication-, networking and interpersonal skills.

What you will do

  • Ensure that relevant policies and procedures are in place to enable the development, delivery, monitoring and evaluation of activities undertaken by the programme.
  • Ensure that work is carried out in accordance with overall plans, Standard Operating Procedures, International Mine Action Standards, National Mine Action Standards and Intenational Ammunition Technical Guidelines.
  • Line Manage and provide leadership, advice and support to the country management team, while promoting a leadership culture and team spirit based upon equality and mutual respect.
  • Ensure that the country programme maintains a comprehensive understanding of the national context and monitor developments in Peru and in the region.
  • Responsible for managing and maintaining NPA’s operational design, geographical targeting and implementation focusing on quality, relevance, impact and cost efficiency.
  • Identify, promote and secure good cooperation and synergies with other NPA programmes and develop NPA activities where NPA contributes to increased protection of civilians from explosive weapons.
  • Ensure compliance with project donors’ and HO requirements, including contractual and financial obligations, to ensure value for money and appropriateness of expenditure.
  • Responsible for resource mobilisation for the country programme, including donor strategies and fundraising, and drafting of all proposals and reports.
  • Provide effective representation of NPA to donors, national and local authorities and other relevant stakeholders in the country.

*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
