Cesvi in ​​Venezuela

Since 2019, Cesvi has been working in Venezuela with initiatives in the field of protection of children, adolescent girls and women in highly vulnerable conditions, including survivors of sexual abuse and exploitation. Starting in 2021, Cesvi began to implement projects financed by the Country Humanitarian Fund in communities in Caracas.

During 2024-25, Cesvi will implement the project “Multi-sector humanitarian assistance to address the urgent needs of the most vulnerable people in Venezuela” which aims to strengthen the availability of protection services, primary health and humanitarian assistance to the most vulnerable people and communities. vulnerable people affected by the crisis. Cesvi will develop its activities in the State of Falcón, based in Coro, and frequent trips to other municipalities.

To meet these objectives, the formation of a high-level technical team capable of providing effective responses to the populations served during case management is required; To this end, Cesvi is looking for a Monitoring and Evaluation officer to implement follow-up, monitoring and evaluation systems to provide a timely and effective response to women survivors of GBV, SGBV and children and adolescents at risk of protection.

Position Objective: Responsible for designing and supervising the implementation and tracking, monitoring, evaluation and execution systems of projects in accordance with donor standards, core project learning and continuous improvement of the quality of interventions.

Description of functions:

  • Lead the development of the tools and instruments of the entire Monitoring and Evaluation process for the capture, processing and analysis of information according to institutional guidelines.
  • Prepare the Monitoring Plan in coordination with the Meal Manager and the project coordination, involving the technical and administrative areas of the project, in relation to the progress of the activities formulated in the POA and the indicators of the Project’s logical framework.
  • Provide technical assistance for the evaluation of baseline and end-line data, and the development of the Annual Operating Plan (AOP).
  • Report monthly project progress; Responsible for the preparation and review of monthly 5W project reports including contributions from implementing partners.
  • Provide support to MEAL management and project coordination for donor reporting and other contractual reporting commitments.
  • Evaluate follow-up, evaluation and monitoring processes for partners, offer training, ongoing mentoring and supportive supervision.
  • Ensure data quality and accuracy through field visits and periodic evaluations; Perform project analysis, feedback and site visits, including identifying monitoring and evaluation and capacity building technical assistance needs.
  • Ensure the correct collection of documentation and means of verification of project activities by the technical team, including means of verification, registration of beneficiaries, attendance lists, methodologies and reports.
  • Identify areas of focus for activities, according to the protection needs of children and adolescents (includes information gaps, limitation of access to services, rights vulnerabilities).
  • Contribute to the diagnosis of protection risks for children and adolescents, as well as access to services; in close collaboration with other team members.
  • Support the design of tools for needs assessment and the formulation of new project proposals.
  • Guarantee compliance with monthly schedules and focal dates established for the execution of the project.
  • Consolidate the results and learning obtained in the Monitoring and Evaluation processes, to socialize them and allow timely decision-making regarding the ongoing project activities.

  • Participate in inter-institutional and cluster coordination meetings as assigned by MEAL management and project coordination.
  • Participate in team and supervisory meetings.
  • Participate in the training and exchange of experiences processes to which you are invited

Essential attributes

Training:

Professional university studies in Social Sciences, Political Sciences, Anthropology, Sociology, Human Development or similar.

Knowledge and experience:

  • Demonstrated experience of at least one year in Monitoring & Evaluation with international cooperation organizations or institutions/NGO/public sector.
  • Demonstrated experience coordinating and working with international donors and beneficiaries in MEAL systems.
  • Experience in supporting and monitoring field programsExperience in writing reports to donors and funders.
  • Experience in database management and coordination of evaluations, surveys and impact monitoring at a higher level.
  • Management of social programs and projects, with a desirable emphasis on humanitarian aid.
  • Knowledge of project cycle management and logical framework.

Skills

  • Capacity for synthetic and structured written expression.
  • Proactive and proactive attitude.
  • Excellent organization and detailed work skills that enable compliance with deadlines and commitments.
  • High ability to write reports.

  • Knowledge and previous work in the international cooperation and humanitarian aid sector.

  • Knowledge of spoken and written English language.

The position is exclusive for people who are Venezuelan or have valid documentation to work in the country.

Conditions:

  • Contract duration: 6 months with the possibility of renewal, includes one (1) month trial.
