The position of regional mechanics and fleet management referent is linked to the fact that MSF’s medical activities require continuous support to ensure the mobility of patients, staff and goods as well as the production of energy (generators) with safe equipment. and secure. The context of use and the complexity of our various machines require constant support from the logistics team in the field and regular assessment of these assets by highly qualified personnel in order to avoid unforeseen damage, significant expenses and impact on operations.

The motorized fleet sector includes machines (light vehicles, trucks, motorcycles, generators, motor pumps, etc.), human resources (fleet managers, drivers, workshop managers, mechanics, etc.), infrastructure and equipment, spare parts/consumables and protocols. Motorized fleets of vehicles and generators require two main areas of activity, the first being fleet management, the second being the maintenance of these fleets. The regional representative will provide support to MSF projects, in the countries where he operates, in these two technical areas.

RESPONSIBILITY

  • At the request of the coordination teams and on the basis of the terms of reference established by its Logistics Coordinators, conduct evaluations in the countries of its region. Proactively develop and propose overall field visit schedules and suggest any relevant changes based on operational needs.
  • Liaise with TELOCO and the technical referent at headquarters, contribute to the definition and improvement of policies related to their area of ​​specialization by providing feedback based on their experiences. Provide recommendations for the program as well as broader operational objectives, its implementation or improvement, in accordance with MSF policies, guidelines and procedures.
  • Monitor the implementation of subsequent technical projects linked to its area of ​​expertise for the countries in its region and carry out, at least annually, an analysis of the project components linked to its specialty.
  • Develop a network and knowledge of local players in your geographic area, linked to your area of ​​expertise (institutions, training centers, suppliers, etc., as needed)
  • At the request of training managers, contribute to the definition of training content generally related to their area of ​​expertise and facilitate the sessions
  • Implement all new policies, procedures, equipment deployment, etc. regarding his area of ​​expertise in the countries of his region
  • Writing visit reports and annual activity reports
  • He/she assists in the deployment of motorized fleets during the start-up or implementation of activities in terms of technical needs, human resources, financial perspectives, training, renewal and supply according to the MSF policy framework.

  • He/she provides detailed analyzes of complex and recurring problems.

  • He/she contributes to the development of the skills of personnel linked to motorized fleets (mechanics and fleet managers) in collaboration with the team leader.
  • On request, participate in covering possible “gaps” in positions related to their technical field on missions.

  • Support the field team to resolve technical issues affecting optimal functionality of machines.
  • Propose, improve and implement MSF protocols, tools and techniques related to the motorized fleet (design, management and maintenance).
  • Analyze maintenance needs in different projects and make recommendations for the ideal HR configuration.
  • Provide training and supervision of field teams on the use and responsibilities of motorized vehicles and increase their capabilities in the field.
  • Be a major player in road safety and maintenance activities by ensuring protocols, awareness/training, mentoring.
  • Participate in the recruitment of national technicians
  • Participate in defining job descriptions for motorized fleet technicians in the region.
  • Local and regional assessment of the market for assets, tools and equipment related to its technical field. including after-sales services.
  • Validate the product-supplier pair.
  • Define procurement and storage strategies for spare parts and other elements for the maintenance of machines and equipment in the technical family in collaboration with the Procurement and Finance departments
  • In collaboration with the team leader, increase and standardize technical training for operational logs (LogCo, LTL, Log Managers, etc.) and specialists (warehouse managers and supervisors, mechanics) adapted to the reality of the region.
  • Define the content and methodology of training on new subjects, both technical and organizational, such as “diagnostic training”, “generator training” and “special training on vehicles”, “fleet management for drivers, etc.
  • Support the field logistics team in the design and/or evaluation of motorized fleet parameters.
  • Help logistics teams in the field to organize, coordinate and monitor the implementation of motorized fleets.
  • Help the field logistics team collect and analyze motorized fleet indicators – My Fleet up to date for vehicles, generators, garage equipment, a clear report on the use of each machine (hours, kilometers traveled), the quantity and cost of fuel and consumables, the cost per kilometer/hour.
  • Ensure that field logistics teams implement preventive maintenance protocols, clear planning of human resources and equipment activity.

Education

  • Diploma and specialization in the relevant area of ​​expertise essential.
  • Experience
  • Significant professional experience required (minimum 2 years) in your area of ​​specialization within international NGOs (ICRC, UN agencies, etc.)
  • MSF experience is a plus.
