Overview
The Regional Auditor that we are looking for will support in designing and implementing risk based internal audit processes focusing on strategic and operational risks including the risk of fraud and corruption. You will be responsible for conducting internal audit engagements, which range from country field office assessments, project audits to reviews of entity-wide shared platform and fundraising member functions and processes. The services will include routine internal audits, advisory services and investigations. Next to that, for Anti-Fraud and Anti-corruption (AFAC), this role performs investigations into alleged concerns and actively contributes to the design and delivery of training and awareness on AFAC initiatives across the War Child Alliance. You will be asked to perform internal audit services on a regional level hence will require travelling to War Child Alliance country and field offices with a focus on War Child Operations in the Middle East.
This role will be based in any of the War Child countries in the middle east (Lebanon, oPt, Jordan, Syria, Yemen, Afghanistan or Iraq) & National staff will be given priority. The position is for a Fixed term of one year.
The team
The Regional Auditor is a key member of the Global Internal Audit team, within the War Child Alliance, shared platform, and is line managed by the Global Internal Audit/AFAC Lead. The Global Internal Audit function is under the Finance, IT and Risk Department in the War Child Alliance with reporting lines to the Audit and Risk Committee and the Chief Executive Officer.
The Regional Auditor works closely with the Global Safeguarding team, the Global & regional Finance teams, the risk management group, CHS and ISO quality management, to foster the three lines of defence, an integrated assurance approach and strengthen the Integrity and internal control frameworks within the War Child Alliance.
Your Challenge
- Developing and maintaining the risk-based Internal auditor framework including the Internal Auditor Chart, a risk based Internal Audit Plan and related procedures/tools;
- Facilitating self-assessments by country offices and WCA departments in order to assess the operational, financial and compliance risks;
- Performing risk based and compliance audits with War Child’s internal policies and procedures, as well as with its donor’s requirements in country offices.
- Providing solicited and unsolicited advice to directors, managers, and department staff on internal controls and improvement actions, and works together with teams to implement such improvement actions;
- Reviewing external audit reports related to donor grants, provide context about adjustments to their findings and follow-up auditor recommendations with management.
- Coordinating and training the pool of ISO internal auditors to perform audits as per the annual and multiannual ISO internal audit programme.
- Reviewing the risk management process to provide assurance on the management of key risks in liaison with the senior manager organisational development.
- Maintaining the AFAC policy and related procedures tools as an effective instrument to fight fraud and corruption (deterrence, prevention, detection, report, response);
- Developing and or facilitating training, (e-)learning (materials) and awareness materials activities to country leadership, staff, focal points and partners.
- Undertaking investigations solely or as part of a team into suspected cases of fraud/corruption to deliver reliable findings;
- Providing support in implementation of improvement actions following from incident management and or investigation.
- Preparing quality reports to Country, Regional and International Management.
- Assisting in the preparation and presentation of monthly reports to the IMT and quarterly reports to the Audit and Risk committee
Your Profile
- Experienced in similar middle manager audit, finance or risk role, preferably within an international development or humanitarian NGO or international charity;
- Accounting qualification such as ACA, ACCA or equivalent and or audit qualification such CIA;
- Minimum 5+ years of post-qualification experience, at least 1+ years in a similar Auditor position;
- Excellent in oral and written English language skills, including the ability to clearly communicate complex financial and compliance issues into layperson language and write comprehensive reports;
- An Arabic speaker with Knowledge of French or Spanish will be a plus
- Strong interpersonal skills to deal with a variety of internal and external stakeholders and the ability to build effective working relationships with staff at all levels, particularly in multi-cultural environments with sensitivity and respect for diversity;
- Organised, detail-oriented individual with strong quantitative and analytical skills and problem-solving approach to work and challenges;
- Objective and able to use sound judgement, evidence and knowledge to provide timely, accurate, expert and professional advice and decisions – even when dealing with stressful and emotional topics and situations.
- Strong analytical skills and knowledge of how to improve policy and practice;
- Strong co-ordination and proactive leadership skills, and the ability to mentor and support staff;
- Ability to manage conflict and handle sensitive issues with a results-driven approach.
