The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organisation with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavours to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC’s Regional Delegation in Nairobi co-ordinates the institution’s humanitarian activities in Kenya, Tanzania, and Djibouti.
Overall Responsibility
The ICT Manager position is responsible for overseeing the management of ICT infrastructure, systems, and resources in the Nairobi Regional delegation. They are responsible for managing ICT activities and services in medium-sized operations, in accordance with the regional delegation’s ICT strategies. The work may involve streamlining and enhancing infrastructure, implementing digital initiatives, tools, and systems, and ensuring compliance with global ICT policies, guidance, and procedures within the delegation. The ICT manager is also accountable for overseeing ICT performance, ensuring quality, and ensuring adherence to regulations.
Tasks and responsibilities
- Manage and coordinate ICT support activities within the defined Area of Responsibility (AoR).
- Implement an IT asset inventory management for tracking and monitoring assets.
- Manage the stocks of spare parts, ICT consumables, and equipment effectively.
- Enhance accountability and productivity through streamlined repair work and supply management.
- Contribute the development of regional delegation ICT strategy and implementation of the global ICT strategy and be at the heart of using technology in delivery of ICRC programmes.
- Work closely with the ICT Coordinator to create and implement strategic ICT budgets, ensure seamless coordination and execution of ICT planning, and collaborate with the team responsible for resource management.
- Ensure that the inventory is accurate, comprehensive, and dependable.
- Improve performance by focusing on asset tracking, storage management, and lifecycle management.
- Providing management and working closely with decision-makers in other departments to recommend cost-effective technology solutions.
- Ensure effective implementation of policies, rules, SOPs, and procedures.
- Ensure ICT infrastructure is implemented, maintained, and monitored according to institutional standard.
- Ensure strict quality control for purchased ICT goods/services.
- Participate in the procurement process for ICT equipment and tools in the regional delegation.
- Manage contracts with ICT suppliers and keep the contact with the providers.
- Manages and leads ICT support and technical team teams.
- Ensure ICT security guidelines align with operational security regulations.
- Improve staff commitment and job attitude in the workplace to enhance service quality and organisational success.
- Ensure effective management and oversight of performance management and development (PMD) activities for employees under supervision, meeting PMD cycle deadlines.
- Engages in ongoing and continuous feedback and support, particularly for employees under supervision but also other staff members.
- Organizes regular meetings within the team to ensure optimal coordination of the work and the proper flow of information.
Minimum Requirements and competencies
- Bachelor’s degree in information technology (IT), computer science, or management information systems (MIS).
- Minimum 5 years of proven professional working experience as an IT Manager or relevant experience.
- Excellent knowledge of technical management, information analysis and of computer hardware/software systems.
- 2-3 years’ troubleshooting and hands-on experience in an area of the ICT service catalogue (e.g., workplace services, computer network, telecommunications, IT, help desk, etc.).
- Minimum 2 years’ experience as an ICT specialist in an NGO/INGO preferably in humanitarian setting or in a similar position.
- At least 2 years’ people management experience is a requisite.
- Must have ICT management certification (ITIL).
- Certification in project management and Microsoft technologies.
- Excellent command (written and spoken) of English and/or French.
