CONTEXT :
The DRC has suffered chronic instability since the end of the 1990s, linked to internal governance problems and its proximity to countries that have experienced major crises. The east of the DRC has been the scene of a chronic crisis for more than 20 years. Instability is permanent there and armed groups are numerous. Humanitarian actors have been intervening in the area for many years, mixing emergency, transition/resilience approaches and trying to ensure a certain development/stabilization. Since October 2022, the security situation has seriously deteriorated with the resumption of fighting between elements of the M23 and those of the Armed Forces of the Democratic Republic of Congo (FARDC).
In response to needs and as part of its technical expertise, HI has been operating in the DRC since 1995 in numerous sectors and is a recognized player in humanitarian assistance and logistics.
In Kinshasa, multi-year development projects are being implemented on the themes of Physical and Functional Rehabilitation, Maternal and Child Health, Inclusive Education and Inclusive Governance.
In Kasai and Kasai Centrale, initially engaged in development activities, HI has intervened since the 2016 crisis on Food Security projects and is currently involved in an inclusive education project.
In North Kivu, to date, the Goma base is implementing 6 projects:
- Two mobile mental health and psychosocial support clinic projects with a READ component, -A road rehabilitation project in Mweso;
- A project in the field of community protection, mental health emergency response and kit distribution in Mweso;
- A Logistics and Storage Platform project offering a service to humanitarian actors; è An integrated rehabilitation project with stimulation therapy in the Mweso health zone, Goma health zone, and Rutshuru health zone
The year 2023 and 2024 will be devoted to the deployment of the multi-year strategy of the DRC Program, with discussions focused in particular on emergency response capacities and logistics operations in the DRC.
YOUR MISSION :
Under the responsibility of the Technical Head of Program, and in collaboration with the Program Director, Area Managers and technical specialists, the program development specialist in the field actively contributes to strengthening the program by designing, implementing and controlling the fundraising strategy for the program to which he/she is attached. He/she identifies funding opportunities and leads the process of developing concept notes and project proposals until their submission to donors (public institutions, foundations and private sector).
Mission 1: Strategic positioning & planning
- Monitor donor strategies and priorities at the national/regional level and identify opportunities in order to anticipate calls for proposals and tender possibilities.
- Participate in the development and monitoring of the operational strategy, with emphasis on the fundraising action plan and internal project documents.
- Ensure monitoring, implementation and control of the fundraising strategy.
- Interact with identified donors and analyze their perception of HI’s current programming in order to identify their priority sectors and target fundraising efforts
- Update the mapping of humanitarian and development actors in the country/region (INGOs, UN agencies, government representations) to follow trends and remain competitive.
- Analyze fundraising trends and inform the program on the conversion rate, project coverage, duration and amounts obtained.
- Coordinate fundraising efforts, particularly networking and tracking donor opportunities.
- Liaise and mobilize team members to support fundraising efforts (technical experts, program director, etc.) and organize regular meetings with program/country directors
- Coordinate with other programs/countries to gather and promote best practices and facilitate dialogue with donors (for prospecting/replication of activities).
Mission 2: Relationship management
- Work with the Program Director and Technical Unit to strengthen the attractiveness and influence of HI, developing key relationships with relevant decision-makers in national and local organizations, donors and major international organizations;
- Develop active and quality working relationships with donors and strategic partners in the country to identify potential consortiums.
- Participate in platforms and meetings to increase HI’s visibility and enable the collection of information on funding opportunities.
- Promote the technical positioning, approaches, know-how and skills of HI within relevant networks with a view to developing consortia with the support of the technical unit.
- Develop communication documents linked to the Grant Officer such as “project sheets” and/or “donor sheets”; and develop new tools.
- Establish a CRM policy and ensure it is updated as necessary.
Mission 3: Development of project proposals
- Coordinate the development of the proposal, distributing tasks between key people involved in drafting the project to be submitted to the donor, in accordance with the HI proposal writing process and tools (PD-tool, project development monitoring tool , etc.), including the development of: logical frameworks, MEAL plan, narrative description of the technical approach, planning, staffing and budgeting.
- Ensure the coordination and framing of the proposal together with the O², the IPO/SIPO, the shared services of the headquarters, and the technical staff of the headquarters and the HI mission.
- Proactively coordinate the participation and input of all relevant technical advisors (headquarters and mission staff) in the development of all proposals.
- Identify, where applicable, relevant/competitive arrangements (consortia, multi-country projects, etc.) and facilitate negotiations.
- For consortia: ensure coordination and communication, and manage stakeholder input during project development.
- Review the final project proposal/concept note prior to submission to verify compliance with donor guidelines and expectations, consistency between budget and technical description, and overall quality.
- Proceed (if necessary) with the final submission of concept notes and project proposals to donors.
- Coordinate and collaborate with national HI associations (IPO/SIPO)
- Support the Grant Officer in drafting institutional activity reports.
Mission 4: Capacity building
- Develop training modules on proposal writing and project cycle management for all program staff and local partners.
- Provide training on donor rules, procedures and strategies to all program staff involved in proposal writing.
YOUR PROFILE :
- You hold a Master’s degree in the field of development, humanitarian work, and/or similar;
- You have 5 years of experience in the development of humanitarian projects, donor prospecting and financial management;
- You are able to negotiate and represent the organization internally and externally, and master mobilization techniques and partnership management;
- You are competent in facilitating and/or designing training and skills development schemes;
- You have excellent interpersonal, writing and coordination skills;
- You demonstrate pragmatism and adaptation skills as well as resistance to stress;
- You are fluent in French and English, both spoken and written;
SPECIFICITIES/PARTICULARITIES OF THE POSITION:
Living conditions in Kinshasa are good and the security context is currently calm. Although travel restrictions are in place, the city offers many opportunities for extra-professional activities and cultural outings, and has a strong presence of international staff.
The position could also be based in Goma, where the security context, although less calm, remains good.
Handicap International will determine during recruitment whether the position is based in Kinshasa or Goma.

- International contract of 24 months starting ideally from 01/06/2024
