The Operations Department plays a pivotal role in ensuring the seamless functioning of our program through adept procurement, logistics, asset management, IT, HR, and office management. As an integral part of this team, the Senior Operations Officer will be responsible for office management functions and various administrative tasks at our Uganda office. Reporting to the Senior Operations Manager in Nairobi, and with regular engagement with the Technical Program Director, also based in Kampala, the Senior Operations Officer will contribute to the effective day-to-day operations of the program, demonstrating competence and diligence in executing diverse operational and logistical activities with precision and efficiency. The ideal candidate is results-oriented, client-focused, and committed to delivering administrative services of the highest quality in a proactive and timely manner.
Key Responsibilities
Logistics:
- Organize and coordinate local travel for Pact colleagues, as needed, for monitoring visits.
- Organize and coordinate logistical arrangements for events in Uganda, ensuring seamless execution.
- Arrange travel logistics, including bookings, accommodations, visas, and ticketing for Pact staff, consultants, and guests.
- Supervise and ensure timely airport transfers for both local and international flights.
- Brief international visitors on arrival, providing a welcome pack and orientation for a well-managed stay.
Procurement:
- Prequalify and maintain a vendor list for various categories, including hotels, IT services, travel services and office supplies. Maintain a reliable and diverse pool of suppliers.
- Maintain a consultants database to facilitate efficient sourcing of expertise when needed.
- Perform procurement activities in strict accordance with Pact’s policies and standards.
- Manage the payment process for vendors, ensuring timely and accurate disbursement of funds.
Admin Tasks:
- Assist on HR processes as requested,
- Oversee all field logistics, finance, procurement, property, and office management functions, ensuring strict compliance with Pact policies and standards.
- Perform any other duties as required to contribute to the efficient functioning of the Operations Department.
Office Management:
- Manage and oversee the use of office supplies and office equipment.
- Coordinate general office management tasks such as maintenance, repairs, and supplies replenishments.
- Update and maintain office inventory databases to ensure accuracy.
Basic Requirements
- Master’s degree with six (6) years work experience or bachelor’s degree with at least eight (8+) years work experience
