Introduction

Danish Refugee Council (hereinafter : DRC, for Danish Refugee Council) was founded in Denmark in 1956 and has since become an international humanitarian organisation with more than 7,000 employees and 8,000 volunteers. Headquartered in Copenhagen, and present in 40 countries, DRC is a non-governmental, non-profit, politically neutral, independent and non-denominational’aide organization.

1 – Context

Present since 2006, DRC is one of the largest international NGOs in the Central African Republic, working in two regions (Ouham, Ouham-Pende) with 3 bases (Paoua, France, Batangafo and Bocaranga) in addition to an office in the capital (Bangui) with a portfolio of projects covering different sectors.

The programmatic strategy focuses on the following three areas: protection, economic recovery and livelihoods, and emergency response to immediate needs related to population displacement.

2 – Subject

Based(e) in Bangui, the/the Head of Support Services (Head of Support Services) is responsible (e) strategically and operationally for Finance, Human Resources and’Administration, Logistics and Supply and Information Technology. He /She oversees, develops and provides strategic direction to all DRC support services in CAR.

It /It ensures compliance with international and regional DRC operational standards and procedures.The role contributes to the development of country strategies, including, which translate into action plans and daily tasks. This is’ a position belonging to the senior management of the DRC mission in CAR.

3 – Responsibilities

The main responsibilities and expectations for this position are numerous, and explained below, according to each Department. The/Head of Support Services of DRC RCA has the main responsibilities :

’team management and internal communication

  • Lead and manage the support managers (including planning, performance, well-being and development of the staff)
  • Manage, deliver and report on the operational support to the programmes in a geographical scope.
  • Set up high-performance support teams to guarantee the maintenance of the high quality approaches
  • Develop and improve operational approaches, compliance and systems, and support the Country Director in the development and implementation of effective and sustainable interventions.
  • Responsible for the strategic development, the management and the implementation of the support operations.
  • Ensure that appropriate technical support is available for the programs, in accordance with the organization’s priorities
  • Ensure support for annual planning and review processes
  • Direct responsibility for ensuring that the DRC program operates in accordance with the guidelines of the DRC support function

Operations management

  • Support the Country Director and the Management team in liaising with donors and authorities, in particular with regard to compliance, registration and audit issues.
  • Oversee the country’s operational support units by providing strategic leadership and technical support in areas under its supervision.
  • Supervision, audits and control and implementation of corrective actions in accordance with DRC operational standards in support functions.
  • Ensure that DRC continually maintains and develops its operational capability to provide a rapid emergency response, particularly within its supply and transportation systems.
  • Develop a risk management plan for the country that identifies key financial and operational risks and implement a’ mitigation strategy.
  • Ensure that all administrative and legal systems are accurate and maintained
  • Work to strengthen the capacity of operational support staff throughout operations through frequent capacity building and mentoring sessions.
  • Contribute to the development and implementation of the overall development initiatives of the DRC.

DRC Dynamics and ERP System:

  • Ensure that the ERP functionality is properly used by the relevant personnel
  • Performing analysis of reports and data from DRC Dynamics to improve the overall performance.
  • Act as an intensive user for most Projects & Finance features

Deputy’s liability:

  • Assist the Country Director and the’ management team to ensure the coherence of strategic programming with the operational platforms of DRC, to coordinate the development of DRC programs, to strengthen quality, to, the standards and learning of DRC programs, and to enforce the accountability and monitoring-evaluation frameworks of DRC.
  • To represent DRC to the authorities, UN agencies, humanitarian organisations and other partners.
  • Act as Country Director during his absence
  • Other tasks of’Adjoint, in agreement with the Country Director

As responsible, the incumbent of the position is responsible for the following tasks:

  • Responsible for the achievement of the strategic goals and objectives of DRC in its areas of responsibility
  • Responsible for making meaningful decisions about the activities of the’unity: its purpose, functions and role, and making commitments and decisions requiring the use of important’ resources of the unit.
  • Responsible for the management of staff reporting directly to him, usually to the number of’at least 3 employees. This includes the’ hiring and firing, the setting of’objectives, probation, the’s performance evaluation, personnel development, performance management, including poor performance, etc.
  • Responsible for decision making in light of DRC policies, MOPs, standards and advice from technical experts’.

The responsibilities listed in these TDRs are not exhaustive and can be readjusted according to operational needs but must remain in line with the overall objectives of the position. .

4 – Qualifications required

  • Higher university degree (or bachelor level degree with equivalent years of’work experience) in fields such as’economics, finance/Accounting, logistics, human resources management, or a similar field
  • Minimum seven (7) years of’ professional experiences in an international NGO on positions related to support services (HR ; Logistics and/or finance), of which two (2) years minimum of’ experiments in a similar position ;
  • At least 4 years of’ experience in people management
  • Experience in a similar role within’an international NGO
  • Confirmed leadership skills and people management skills
  • Proven experience and capacity in operational management, including in areas of conflict, and in operational management
  • Proven and significant experience in financial, information and systems management
  • Significant experience in procurement and tendering processes
  • Understanding and experience of institutional fundraising
  • Understanding of the countries in which the DRC operates and sensitive to the cultural context
  • Experience working in an ERP system, including’s supply chain, finance and human resources systems
  • Ability to work in unstable security environments and in a context of remote management
  • French level : the perfect mastery of the French language, in the written’ as well as’oral, is essential)
  • Excellent level of’anglais
  • Good understanding of the local and Sahelian context.
  • Relevant humanitarian professional qualifications /recognised training certificates in grant-related fields (M&E, IM, CHS, SPHERE, protection, etc.) are desirable, although practical experience is more essential for the post

It should be noted that :

  • Prior experience with DRC is an advantage ;
  • Good working knowledge on projects funded by BHA, FH, BPRM, DANIDA, ECHO, European Union, SDC, is an advantage.
