Washington, D. C., is looking for a finance and operations director for the health systems strengthening activity (HSS) planned by USAID in Burkina Faso. The planned activity, of a duration of five years and an amount of 25 million dollars, aims to strengthen and improve the health system in Burkina Faso in order to provide quality health services. Technical areas of activity should include maternal, neonatal and child health, nutrition, family planning, malaria and global health security. The director of finance and operations will report to the head of mission and will be responsible for overseeing all aspects of budgeting, financial management, and, compliance and reporting.He / she will ensure the financial management and administration of the cooperation agreement, as well as management support and supervision in the implementation of the activity in accordance with USAID regulations and procedures and Chemonics policies. This position should be based in Ouagadougou, Burkina Faso, and depends on the allocation of the activity. The responsibilities are as follows

  • Oversee all project operations and finances
  • Control and support the standardization of operational systems, policies and procedures.
  • Support the COP in the development and implementation of key management systems that will support project planning, reporting and performance.
  • Oversee the daily field presence in the areas of operations (including project facilities such as project offices, equipment and vehicles), administration, and, logistics, procurement, budgeting and financial accounting, as well as information technology and information security.
  • Ensure compliance of project operations with USAID administrative policies and directives, the Chemonics office in Washington and others, as well as with the requirements of the host country.
  • Manage program accounting, country-level financial reports, including writing all budgets, and manage bank accounts, including bank reconciliations. Look for savings and provide financial analyzes to project management and USAID.
  • Oversee all issues and tasks related to human resources and personnel management, including the recruitment and hiring of local staff, the administration of leave and benefits of local staff, and, the care and professional development of local staff, as well as the management and evaluation of performance.
  • Analyze and streamline processes in the local office, provide training and capacity building for project staff on an ongoing basis with respect to project administration and implementation.
  • Oversee operational procurement to ensure compliance with all applicable rules and regulations, and that procurement documentation is complete and detailed, in accordance with the Chemonics field procurement guide. Establish standards and procedures to ensure the effectiveness of compliance programs throughout the project.
  • Perform other accounting, financial management, procurement and administrative tasks consistent with the general scope of the position and activity.
  • Maintain regular correspondence with USAID and the local office.

Qualifications :

  • A master’s degree in business administration, finance, accounting or any other relevant discipline is required.
  • A minimum of 5 years of relevant professional experience and demonstrated experience in USAID-funded or donor-funded contracts, with increasing responsibilities.
  • Advanced skills in Excel and proven ability to develop and manage complex budgets.
  • In-depth knowledge of USAID rules and regulations, particularly with regard to finance and accounting, as well as contract compliance and monitoring.
  • Knowledge of the operational environment of Burkina Faso, including registration, taxes and labor law.
  • Attention to detail and ability to prioritize tasks and support the implementation of activities while ensuring compliance with required policies and protocols.
  • Demonstrated commitment to ethical and transparent practices and commitment to staff.
  • Strong interpersonal skills to work with project stakeholders and USAID.
  • Demonstrated ability to mentor, supervise and support staff.
  • IT skills and a solid knowledge of MS Office applications Demonstrate leadership, versatility and integrity.
  • French proficiency is required and English proficiency is an asset
