ALIMA in Haiti

In November, ALIMA conducted an exploratory mission to Haiti, in order to better understand current needs, more specifically in Port-au-Prince. In view of ALIMA’s mission, we have focused on humanitarian needs in terms of health, through the identification of the most vulnerable populations and barriers restricting access to health services. What emerged from our evaluations is a crying need for healthy’actors and therefore a strong will to intervene as soon as possible in 2024. A team s’ went to Haiti in February for the start of the activities.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3 : As part of his duties, the incumbent will be required to visit the programs and be in contact with vulnerable children or / and adults. Consequently, the verification of the criminal record or the presentation of a certificate of good life and morals will be necessary. In situations where the impossibility of providing a criminal record or a certificate of good life and morals is noted, a declaration on honor will be requested.

MAIN MISSION

Under the supervision of the Head of Mission, the project coordinator is responsible for the implementation of the country operational strategy in its’ intervention area, in connection with the three-year strategic plan and the mandate of’ALIMA.

More specifically, he.elle is responsible for the implementation of the project and to contribute to the results set for the project according to the evolution of the humanitarian situation and needs in the’ area of intervention and on the basis of the pre-set medical-operational objectives in collaboration with coordination, in accordance with humanitarian principles and the mandate of ALIMA. Il·It is the guarantor or guarantor of the safety of its teams throughout its’ intervention area in Port au Prince. IlElle is responsible for the’ mentoring of teams, monitoring of programmatic indicators and contractual donor indicators and monitoring of project expenditure – with the support of the’ coordination, and, and communication with governmental and non-governmental actors in relation to the project.

MAIN ACTIVITIES

  • Project management and monitoring
  • Applies project management tools at its disposal
  • Controls compliance with the established timeline and objectives.
  • Evaluates the objectives of the project and their implementation (financial, human, logistical..) through the development of regular synthetic and relevant reports for coordination (SITREP).
  • Follows up on each department present on its basis and ensures the proper implementation of activities according to the objectives set.
  • Ensures an effective communication within its team and a fluid circulation of the’information
  • Organizes, facilitates and documents coordination meetings with its team, according to the frequency defined with the country coordination
  • Representation
  • Participates in coordination meetings in its’ intervention area
  • Collaborates with humanitarian and medical actors to ensure good coordination of activities and teams in the’ intervention area and pooling of resources.
  • Maintains close relations and regular exchanges with the administrative and health authorities for the good conduct of the project (signature and respect for MoU, negotiation of resources allocated to activities, etc, joint implementation of activities…).
  • Management of material and financial resources
  • Controls the budget of its base and empowers each department to control its budget lines
  • Supervises and validates the proper use of the means made available by ALIMA for the realization of the project, the’ set of orders (medical and logistical) and purchases of the project.
  • Control that the monthly monitoring of the’ statement of expenses and commitments of the project is done and participates in the’analysis of financial data with the administrative manager its base
  • Control that the monthly monitoring of the’state of the logistics of the project is done and participates in the’ data analysis with the RLP of the project or projects of its’ intervention area

3. Data analysis and reporting

  • With the Medical Manager, he oversees the implementation of’a system for the collection and analysis of medical data and epidemiological surveillance and its evolution according to needs.
  • Consolidates reports from all departments and analyzes data for sharing to coordination according to the mission timeline (SITREP).
  • Contributes to the writing of projects and future projects in its intervention area as well as to the internal and operational reporting of all projects in the same area.

  • Responsible for the safety of ALIMA employees and partners on projects in its intervention area
  • Assess the risks and threats associated with the implementation of activities.
  • Establishes the security rules for its intervention area, under validation of the country coordination, distributes them to the staff and ensures their compliance by all the project teams.
  • Identifies and develops a network to guarantee the security of the teams and access to the vulnerable populations targeted by the project.
  • Collects, centralizes and analyzes information related to the security context and shares with the head of mission to facilitate decision-making
  • Informs the country coordination of any security incident or threat that may have an impact on the security of the staff and/or property of’ALIMA

6.Implementation of measures to prevent the abuse of power, gender-based violence and sexual violence

EXPERIENCES AND COMPETENCES

  • Previous experience in an equivalent position in International NGO.
  • Prior experience in degraded security contexts and in’ emergency contexts.
  • A medical or paramedical qualification or experience in the management of medical projects is an asset
  • Previous experience in multicultural team management’.
  • Establishment of networks of contacts and ability to maintain a neutral posture in the face of opposing actors in the context of the same armed conflict.
  • Oral and written proficiency in French is essential
  • The understanding of’english and’a local language is an asset

CONDITIONS

Duration and type of contract : CDD of French law of 06 months with possibility of extension

Taking post : 1 April 2024

Salary : Salary salary grid ALIMA + valuation of’ experiences + Perdiem

ALIMA supports :

  • The travel costs between the country of’ origin of the’expatriate and the place of mission
  • The costs of’accommodation
  • 2.08 Days of leave per month
  • Per diem daily
  • Medical coverage from the first day of the contract to one month after the departure date of the country of mission for the’employee and its assigns
  • Break policy every 3 months ( for 6 months of mission )
  • Evacuation for the employee
