Working alongside people with disabilities and vulnerabilities, she acts and testifies to meet their basic needs and improve their living conditions. Since its creation in 1982, the, HI has implemented development programs in more than 60 countries and is involved in many’ emergencies. Today we have a budget of about 150 million euros, with 3500 employees worldwide.

CONTEXT :

Present in Haiti since 2008, the’ organization implements projects on the following themes :

  • Functional rehabilitation
  • Mental health
  • L’economic inclusion
  • Inclusive disaster risk management
  • Humanitarian logistics
  • Defending the rights of people with disabilities and’inclusion
  • Emergency’ responses (COVID, Cholera, Cyclones, Earthquakes, etc.).

The projects are implemented with many local partners including organizations of people with disabilities, in the departments of’Ouest, Bas Nord-Ouest, Nord, Nord-Est, etc, from South and South East. Two operational bases are located in Port-au-Prince and Les Cayes (opening of the base as part of the response to the’aout 2021 earthquake).

The programme is funded by the Belgian Development Cooperation (DGD), USAID/BHA, the Ministry of Foreign Affairs of Luxembourg, the German federal ministry of economic cooperation and development (BMZ), the German foreign ministry (GFFO), the Quebec program of international development (PQDI), among others.

YOUR MISSION :

Under the responsibility of the Programme Director, as Country MEAL Manager, you are responsible for the MEAL teams and the’information (IM) management on your perimeter and you are direct manager of the members of the MEAL and IM teams in Haiti. You are in charge of implementing the MEAL and IM HI standards on the program and ensuring their implementation.

The overall coherence of the projects and the control of their quality is ensured jointly by the MEAL and the appropriate Technical Specialists.

Your responsibilities are as follows :

Responsibility 1: You are the manager of the MEAL and IM team of the program.

Responsibility 2: Strategy and steering

  • You contribute to the development of the operational strategy ( StratOp ) in line with the HI Strategy, the StraTechs and the Development Plans ( notably 3I and Urgence ), including the development of the StratOp monitoring tool
  • You define and pilot the implementation of the program’s MEAAL action plan

Responsibility 3: Standards and expertise

  • You are responsible for the definition of monitoring systems, data collection, management of’information, evaluation, and, accountability to affected populations and management of knowledge adapted to its context of’intervention and allowing compliance with HI standards.
  • You control that the systems set up at the level of the different projects are coherent with each other and with the HI frameworks and standards and allow a consolidation of the’information with a view to global management of program.
  • You control the performance of your service and the’assessment of the MEAL/IM capabilities of local partners

Responsibility 4 : Operational implementation

  • You contribute to the improvement of HI’s response in its geographical scope by setting up tools to measure’effect and’ impact and a system of accountability to populations.
  • You contribute to the definition and the’improvement of the quality of the projects in connection with the global frameworks and technical standards of HI by providing advice in the implementation of’indicators quality, method and monitoring and’data collection tools.
  • You contribute to the improvement of the quality of project management processes, as defined by the policy planning follow-up evaluation (PPSE)
  • You contribute to the’appropriation of the frameworks and methodologies of’learning programs and HI to the global
  • You ensure the external representation and promotion of the expertise of HI in its field.

Responsibility 5: Emergency preparedness and response

  • You manage emergency preparedness actions and, in case of an emergency, reorganize the priorities of your team according to the’imperative humanitarian, in order to ensure a rapid and effective response.

YOUR PROFILE :

  • You hold a Master’s degree in the humanitarian and/or development and/or project management fields with an international vocation, or other close and relevant field (international studies, etc.)
  • You have at least 3 years of’ experience in the field of coordination of humanitarian and development projects, including at least 2 years on MEAL functions
  • You are familiar with project planning and management as well as project monitoring and evaluation processes (coordination of’ qualitative and quantitative survey)
  • You have skills in strategy of management of the’information, collection and analysis of data.
  • You have experience in managing multisectoral and multicultural teams
  • You have experience in emergency context and good adaptability
  • Working language: French
  • Knowledge of Haitian Creole and experience in Haiti will be welcome

SPECIFICITIES / POSTAL PARTICULARITIES :

  • Guest house accommodation shared with internet in wifi.
  • As the security situation is volatile, restrictions exist regarding movement, walking, driving, which can be revised depending on the events. Despite everything, living conditions are good ( restaurants, sports halls, cultural activities, etc. ). Curfew at 6 p.m. and limited movement areas.

  • International contract of 12 months from ideally mid February 2024
