Monitoring and Evaluation Team Leader At Danish Refugee Council


The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach for refugees, asylum-seekers, internally displaced persons, returnees and migrants. DRC has been present in Colombia since 2011 with a focus on Humanitarian Action against Mines (HMA) and providing support to the population affected by the conflict in the south of the country, but 2018 expands its operations in response to the Venezuelan crisis. DRC Colombia is currently implementing a humanitarian response focused on protection for Venezuelan and Colombian refugees and migrants returned in Colombian cities such as Riohacha, Barranquilla and Bogotá,currently it also incorporates activities in the municipality of Barbacoas and in Norte de Santander.

About work:

The main objective of the MEAL Team Leader is to support the MEAL Manager, in the implementation of the strategy to monitor and evaluate the quality of programs according to internal indicators, donor indicators, and monitoring and evaluation principles. It will carry out strategic activities to monitor the indicators, report and control of Means of verification, supervising the officers, MEAL assistants and Hel line Assistants, will eventually accompany the field teams in field activities.

Under the direct supervision of the MEAL Manager, he will have to articulate with the programmatic team of the northern zone (Atlantic, Guajira and Catatumbo) within the framework of the MEAL strategy, Articulated with the Manager Area (AM) of each Base.

Geographical scope

Team leader MEAL will be based in the Barranquilla office and will be responsible for effectively and professionally supporting MEAL activities related to the different programs implemented in the North zone will also make eventual trips to Riohacha, Maicao and the Catatumbo area when required

Responsibilities:

Quality Management:

  • Design and Support the implementation of the MEAL program for DRC humanitarian programs.
  • Responsible for the development of monitoring plans (MEP), which contribute to showing the impact of DRC actions
  • In conjunction with the MEAL Manager, ensure that programs have a kick off, where the good practices of the different programs can be evidenced and synergies can be generated between them.
  • Ensure high data quality by ensuring accurate data collection, entry and loading, as well as basic information analysis.
  • Manage joint intersectoral evaluations, evaluations, baseline and end line studies, etc.
  • Ensure the standardization of the means of verification, established for each DRC Humanitarian program.
  • Under the supervision of the MEAL Manager, Coordinate with the partner organizations the activities of MEAL, in the projects in which the DRC is associated.

Monitoring:

  • Ensure that the DRC monitoring and monitoring system is up to date, in the assigned offices.
  • Support the design and testing of tracking tools to be used during activities and support.
  • During follow-up activities in the field, ensure that beneficiaries are treated with respect, confidentiality and informed consent.

Report and management of information:

  • Ensure the development of appropriate monitoring, monitoring and reporting systems, tools and templates that improve product monitoring and program quality.
  • Promote and ensure the use of data for decision-making processes, Coordinated with the AM.
  • Produce periodic monitoring reports to ensure programs have accurate and useful data to inform project development.
  • Participate in the internal evaluation of the program

Accountability:

  • Together with the MEAL Manager, continuously develop and update the accountability strategy and lead the implementation of complaint and feedback mechanisms for the programs that are carried out.
  • Ensuring that activities comply with DRC community accountability principles

Knowledge of Indicators of the Project (s):

  • Regularly review project or assigned project indicators.
  • Make updates to the indicators, when there are extensions or amendments in the projects.

Management and articulation:

  • Serve as a link with programs and operations to ensure effective monitoring at the bases.
  • Technically coordinate the MEAL teams from the assigned bases
  • Articulate with the IM information management unit, in the management of the assigned databases.

Minimum experience required and skills:

  • Minimum 3 years of related work experience
  • Specific experience in humanitarian assistance programs related to MEAL functions.
  • Experience in supervision and monitoring of personnel
  • Field work experience in the sector of monitoring and evaluation of humanitarian projects;
  • Experience in supporting the implementation of MEAL strategies including the production of surveys with statistical and qualitative relevance;
  • Experience working in multicultural environments.
  • Excellent management of MS Office, especially Excel
  • Good management and administration of databases.
  • Management of information collection systems (KOBO, Survey Monkey) Good knowledge of written and spoken English

Education:

Professional in Economics, Industrial Engineering, Statistics, or some related professional field. Desirable specialization or Master’s degree in political science, economics, statistics, international cooperation, humanitarian assistance, or other similar fieldsLanguages:
