Special Needs Officer (PBS) (Internal Application) At International Medical Corps


CONTEXT OF THE NATIONAL PROGRAMME :

International Medical Corps is a global nonprofit humanitarian organization dedicated to saving lives and alleviating suffering through health care training and programs of aid and development. Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political and non-denominational organization. Its mission is to improve quality of life through health interventions and related activities that build local capacity in underserved communities around the world. By providing training and health care to local populations and medical assistance to those most at risk, and with the flexibility to respond quickly to emergencies,International Medical Corps is rehabilitating devastated health care systems and helping them regain their independence.

In recent years, Cameroon has been affected by crises in several neighbouring countries, which have led to insecurity and left Cameroonian communities in a state of vulnerability, especially women and children living in border areas. The eastern, Adamawa and northern regions host Central African refugees, most of whom live in the subdivisions of Touboro, Djohong, Garoua-Boulai, Kette, Mandjou, Yokadouma and Kentzou. This influx of refugees is putting significant pressure on already limited resources and basic social services in host areas, exacerbating pre-existing vulnerabilities, particularly affecting women, children and the elderly or disabled. The gradual decline of’humanitarian aid and insufficient funding for development projects have an additional negative impact on the vulnerability of refugees. Refugees and host communities therefore face significant humanitarian needs in terms of access to basic services such as nutrition, health, education and protection, this requires a combined response effort.

For this reason, BMI has recruited a Special Needs Officer (PBS) to support interventions for vulnerable people, including, this includes money transfer activities in collaboration with different community organizations in different localities. The PBS manager is also responsible for the supervision and support of community protection structures. In addition, it monitors awareness-raising activities that take into account community engagement and the supervision of community-based protection structures. The PBS manager also monitors the activities of the program using tools developed by the program.

ESSENTIAL FUNCTIONS/EXTENDED SCOPE OF WORK

He/she must

1. Program management and supervision :

Under the direct supervision of the UNHCR project manager in the area of intervention, the PBS officer is responsible for the following tasks :

  • Follow-up on activities carried out by NGO partners and report to the Project Manager and Field Coordinator,
  • Ensure the weekly coaching of NGO partners and the collection of data from these local organizations,
  • Ensure the availability of the reports requested from partner NGOs and provide them with regular feedback, including,
  • Carry out field visits to ensure the quality of the implementation of the various interventions, including,
  • Ensure, in collaboration with LPC, NHP support groups and under the supervision of local NGO partners of BMI, that, effective and efficient monitoring of the identification and reporting of NHP recipients, including,
  • Ensure quality monitoring of the management of PBS beneficiary files, including,
  • Organize the planning of remittance activities taking into account programmatic and operational issues in accordance with CBI’s standard strategy and operational procedures, including,
  • Contribute to the monitoring of the monitoring system and tools, including the PDM, complaints and feedback mechanisms, and,
  • Assist in maintaining cash intervention payment records and tracking systems to record and reconcile expenditures, balances, payments, etc, statements and other data for daily transactions and reports,
  • Assist in the preparation of regular and special reports, as required,
  • Assure classification and record keeping, and,
  • To prepare information materials, working papers and graphs for the information meetings, and to,
  • Transmitting incidents and problems to the supervisor when they cannot be resolved at the supervisor’s level,
  • Perform other related tasks as needed.

Monitoring & reporting :

  • Receive and process payment complaints in connection with the technical sections receiving assistance and partners.
  • Compile data and submit weekly narrative and statistical reports to the head of gender-based violence ;
  • Demonstrate flexibility to perform other tasks at the request of the person responsible for combating gender-based violence.

Supply :

  • Work closely with the supervisor and the VBG manager to prepare procurement requests ;
  • Work closely with the VBG supervisor and manager, community protection committees and logistics to identify supplies, and, the equipment and equipment necessary for the implementation of the activities ;
  • Ensure the distribution of equipment and materials to beneficiaries in the field in accordance with the BMI code of conduct.

2. Representation

Represent the BMI at various meetings inside and outside the BMI, at the request of the stream supervisor,

QUALIFICATIONS AND APTITUDES

  • Hold a Master’s degree in Social Sciences, Sociology, Gender, Public Health, International Development or any other equivalent degree in a related field of study
  • Two years of experience in designing and implementing programmes to combat gender-based violence, especially with refugees.
  • Relevant experience in this area is highly desired
  • Knowledge of standards and guidelines for programmes to combat gender-based violence, as well as guidelines for protection from sexual exploitation and abuse (SIA).
  • Knowledge of international humanitarian operations and coordination structures,
  • Ability to be discerning, to adapt to a changing environment and to make decisions independently.
  • Ability to work as a team in a multicultural environment.
  • Ability to work under pressure.
  • Strong written and oral communication skills
  • Mastery of French and or spoken and written English
  • Proficiency of fulfulde, both written and oral, desirable.

OTHERS

  • Community feedback and response mechanism

– Adhere to key concepts and commitments in terms of accountability to affected populations (AS) ;

– Support the MEAL team in the implementation of the CBFRM in the field by acting as the CBFRM focal point of the site ;

– Promote awareness of recipients on CBFRM-related topics ;

– Ensure that data collected through the CBFRM are communicated to the regional agent MEAL in a timely manner ;

– Ensure that complaints are resolved and that the response is communicated to the complainant no later than 30 days after receipt ;

– Frequently share databases, complaints and feedback with the officer responsible for assessing education and training needs.

  • Safety :

– Ensure compliance with security protocols and policies ;

Actively promote PSEA standards (prevention of sexual exploitation and abuse) within International Medical Corps and among beneficiaries served by International Medical Corps.

In this position, the, the individual must promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of the standards of compliance and ethics of International Medical Corps and donors, and adhere to these standards.
