Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization created in 1971 that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF is one of the largest independent medical humanitarian organizations in the world, with projects located in 65 countries worldwide. Its work is based on the humanitarian principles of medical ethics; the goal of MSF is to provide emergency care and to offer assistance to people based only on need and irrespective of race, religion, gender or political affiliation. The French section is present in around thirty countries.

We are looking for a Protection Coordinator M/F.

Mission:

Libya

Context:

An estimated 700,000 migrants live, work or are transiting through Libya, with no or limited legal protection. Libya is both a destination for migrant workers and a departure point for those trying to cross the Mediterranean. It is also, however, a context where the OHCHR believes “crimes against humanity” are being committed against migrants, where “that acts of murder, enforced disappearance, torture, enslavement, sexual violence, rape and other inhumane acts are committed in connection with their arbitrary detention”. MSF is working closely with migrants who are currently in detention or living in the community, with the protection team focusing on those who have been subjected to the above violence and/or at ongoing risk of such violence. The protection team works closely with the medical team to identify, prioritize and respond to the needs of these priority patients.

Main responsibilities:

The Protection Coordinator is responsible for defining and overseeing the implementation of MSF’s protection activities in Libya. In Libya, MSF’s activities focus on people who have survived violence or who are at ongoing risk of violence, including but not limited to survivors of trafficking, survivors of torture and migrants in detention.

The protection coordinator leads MSF’s efforts to provide meaningful protection to highly vulnerable people in Libya, and to promote the evacuation or resettlement of people out of Libya where appropriate. This includes supporting interdisciplinary case management by protection teams across three main locations, referrals to other key actors in the Libyan context, and follow up and extended support to critical cases. MSF’s protection teams are working with cases living in the community, in health facilities and in detention.

The protection coordinator provides technical coordination of the protection activity managers. Reporting to the head of mission, the protection coordinator works closely with the project coordinators to monitor the context, adapt the protection strategy and support the implementation of MSF’s protection activities.

Profile:
Education:

  • Academic background to master’s degree in law, social sciences, or other relevant disciplines

Experience:

  • Previous working experience in coordinating Protection activities
  • Field humanitarian experience in insecure contexts
  • At least 2 years in an NGO abroad in the role of protection program supervisor

Skills and aptitudes:

  • Knowledge of protection principles and procedures, particularly case management experience
  • Knowledge of the Libyan migration context and the central Mediterranean route
  • Good understanding of current humanitarian debates and dilemmas
  • Good understanding of asylum systems and experience in supporting asylum claims

Languages: English (C1) essential. French and/or Arabic are an asset.

Status: 12-month fixed-term contract.

Conditions:

Salary and remuneration according to professional experience.

Expenses covered by MSF: Shared accommodation, plane ticket home – Tunis – home, per diem of 310 euros/month, 1 break ticket at 3 and 9 months of mission (up to 500 euros), 1 break ticket at 6 months of mission Tunis – home – Tunis covered at 100%.

Expected starting date: Mid February 2024.
