RET Germany e.V is an International Non-Governmental Organization under German law. It has been active in Niger since 2021.

We stand with refugees, returnees, internally displaced persons (IDPs), host communities, adopting the fundamental principles of humanity, impartiality and solidarity, of neutrality and independence.

We provide tailored solutions and relevant programs to fill gaps and address the real needs and challenges of communities. Our goal is to bring about meaningful positive change, enabling young people and especially vulnerable young women to take control of their lives and realize their social and economic rights.

For its mission in Niger, RET Germany e.V wishes to recruit a dynamic and competent person to occupy the position of « Director/trice of Programs ».

2. Tasks & Responsibilities

The/the Director/Trice of the programmes plays a leading role in’s ensuring quality and’impact for the whole of programme execution. He/She will supervise a team of Project Managers.

Under the direct supervision of the Country Director, the/the Programme Director/Trice is responsible for the following tasks :

General responsibilities

  • Oversee and guide the full implementation, management, coordination and achievement of the expected results of RET projects in the country ;
  • Implement the RET strategy in a timely, effective and efficient manner ;
  • Participate in the production of a quality story, in coordination with management staff and in compliance with the expectations of the RET and the funder.

Specific responsibilities

Execution of projects

  • In coordination with the Country Director and the Project Managers, the Program Director / Trice develops effective and efficient work plans, detailing each step required to achieve the RET objectives, in accordance with ( x ) contract ( s ) s ( with ) s ( donor ) s ( ;
  • Closely monitor the implementation of work plans and, if necessary, take any corrective measures to ensure the timely implementation of activities and/or the revision of the work plan ;
  • Guide Project managers in their daily work, ensuring that activities are effectively planned and implemented in accordance with ( x ) contract ( s ) signed ( s ) s ( donor ) s ( ;
  • Undertake frequent field missions, ensuring that project activities are effectively implemented in accordance with the requirements of the work plan, and, and as described in the progress reports, in accordance with (x) contract(s) signed(s) with the donor(s) ;
  • Manage subordinates by ensuring good team spirit reigns;
  • Report to the Country Director, in a timely manner, any gaps, challenges or difficulties encountered in the planning and implementation of activities, including, in particular where this could affect the achievement of the RET objectives.

Finance, Administration and Logistics

  • Coordinate closely with the various support departments, namely finance, administration, human resources (HR) and logistics, and, to ensure the proper allocation of resources necessary for the effective and efficient implementation of projects ;
  • In coordination with the project coordinator(s), supervise and validate the budget plans and the budget/logistic/administrative documentation, necessary for the allocation of resources for the implementation of planned activities ;
  • Ensure that subordinates comply with RET administrative processes and procedures ;
  • If necessary, participate in HR procedures (recruitment, performance management, staff development, etc.). This will include ensuring that subordinates have performance objectives and are managed fairly based on performance ;
  • Participate in the preparation of accurate financial reports, as requested by the Country Director, in collaboration with the Head of Finance and’Administration.

Monitoring, Evaluation and Reporting

  • At the beginning of each project, participate in the development of the M&E plan, tools and models, in collaboration with the S&E Officer ;
  • In collaboration with the S&E Officer and Project Managers, ensure that data on beneficiaries, processes, progress and program performance are collected, and, timely and documented capture and analysis;
  • Follow-up with Project Managers on the implementation of programmatic activities, in accordance with work plans and plans for monitoring and evaluating projects (timelines, plans, milestones and objectives) ;
  • Review field completed M&E forms (ensuring accuracy, completion and timeliness of data sets and forms) before uploading to Onedrive in collaboration with the S&E Officer ;
  • Participate in the development, review and timely editing of periodic consolidated project reports (for example, monthly, quarterly or final status reports), and, submitted by the project coordinator(s), comparing the reports with the M&E forms kept on file, in accordance with the requirements of the RET, and, as well as the contractual obligations of donors ;
  • Send final reports to the Country Director for approval and submission to Headquarters ;
  • Follow up with Project Managers on inconsistencies, resolve data discrepancies, highlighted by the S&E Officer, and, when reviewing and comparing the monthly reports with the S&E forms ;
  • Carry out periodic data quality checks in coordination with the S&E Officer and the Country Director ;

Leadership & Representation

  • Provide leadership and management of programme supervision in Niger, including resource mobilization and management, quality and accountability of programmes, and, and performance management ;
  • Provide general direction to all program staff, including those working remotely and/or based in locations other than Niamey; and ;
  • Actively participate in country programme management, coordination and strategy meetings with other members of the leadership team ;
  • Actively engage with donors, partner agencies and the humanitarian community to ensure that RET is strongly represented in coordination and advocacy efforts ;
  • Keeping abreast of trends in humanitarian response and funding in the region, and, and provide regular updates on these trends and an analysis of how they may affect RET programming.

Strategic direction, quality and growth of the programme

  • Provide consistent leadership to RET program teams in Niger, ensuring that identified priorities and opportunities are in line and contribute to the achievement of RET objectives in the region ;
  • Provide advice to the program team regarding tools and strategies to ensure that programming is based on community feedback, and, a thorough understanding of the context and best technical practices ;
  • Work with Project Managers to ensure that, in strategy and program planning, the role of RET is defined based on how best to complete the roles, the capacities and strategies of Burundian actors ;

Secondary responsibilities

  • Participate in the development of project proposals (narrative, operational and financial) ;
  • At the request of the Country Director, participate in coordination meetings with authorities and/or partners ;
  • Complete all tasks aimed at achieving the objectives of the programme as requested by the Country Director or his superiors.

3. Candidate profile

  • University-level degree (preferably Master’s degree) in management, community development or any other equivalent and relevant degree ;
  • Relevant experience of at least 5 years in a program/project management position ;
  • Interpersonal and management skills : ability to work independently and in a team, demonstrate management and leadership skills ;
  • Communication skills : Strong capacity for’analysis and synthesis and’ability to write documents in a complete and relevant way in French and English. Able to communicate clearly and sensitively with relevant institutions and organizations, internal and external stakeholders as representatives of RET. These skills include effective negotiation and representation; and ;
  • Good sense of organization: ability to order priorities to achieve objectives on time, punctuality and respect of deadlines ;
  • Excellent knowledge of’ performance evaluation techniques and key indicators ;
  • Excellent knowledge of’data analysis, reporting and budgeting ;
  • Mastery of the logical framework of the projects (objectives, expected results, performance indicators, monitoring procedures, working assumptions, risk indicators) ;
  • Work with reliability and integrity and clearly commit to RET’s core values and humanitarian principles including protection from sexual exploitation, abuse and harassment; and ;
  • Ability to supervise and supervise groups ;
  • Ability to drive change and innovation ;
  • Creativity and ability to work flexibly in an environment that is sometimes stressful, unstable and difficult ;
  • Confidentiality and good sense of diplomacy ;
  • Excellent Microsoft Office skills (Word, Excel, PowerPoint,….) ;
  • Flexibility to effectively manage different tasks and willingness to work overtime if necessary ;
