Finance Manager – Haiti At The International NGO Safety Organisation

Founded in 2011, International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian actors in the field of’ humanitarian access and safety management by establishing coordination platforms in the risk areas.

INSO provides registered NGOs with free services, including real-time incident monitoring, analytical reporting, data, mapping, crisis management support, staff guidance and training.

Registered in the Netherlands with headquarters in The Hague, INSO provides daily support to more than 1400 NGOs in 16 countries.

The INSO mission in Haiti

In 2019, the NGO community in Haiti expressed its interest in receiving the support of’INSO due to the constraints of humanitarian access resulting from natural disasters, political instability and crime. The initial phase was launched in 2022 and gradually INSO Haiti became operational in July 2023.

This’ is an exciting opportunity to be part of’an NGO specialized in the improvement of the constraints of’ humanitarian access of NGOs and to contribute to shaping a platform in a stimulating context for INSO. The INSO Haiti mission provides the NGO community with contextual analysis and security management advice.

The/the FM will be based in Port-au-Prince and mobile, if necessary, on all the regions covered by INSO.

Summary of functions

The Finance Manager works closely with the country director and has the responsibility to protect the financial health and integrity of the project by applying appropriate accounting and financial procedures and policies, including, providing timely and accurate financial information to enable project direction, planning and decision making, meeting external reporting and audit requirements, and, guidance of staff in financial management, audits and compliance of procedures, among other tasks.

Main responsibilities

  • Implement all aspects of mission financial management, including the recruitment and orientation of the finance team in accordance with INSO policies and guidelines; and ;
  • Oversee the maintenance of financial records ; monitor and reconcile documentation, upload financial information to the SUN system ;
  • Establish a secure archiving system for financial documentation ;
  • Provide a clear picture of the financial situation of the project with reports on donor budget compliance or budget variances ;
  • Maintain adequate cash flow for the project, prepare cash requests and track donor disbursements ;
  • Respect external reporting deadlines ; prepare budgets and reports accurately and in compliance ; liaise with donors and headquarters ; and ;
  • Maintain sound financial practices throughout the project ; apply financial and training working papers as needed to ensure staff buy-in ;
  • Act as a focal point during audits, implement internal and external audit recommendations in a timely manner ;
  • Review and authorize transactions ;
  • Manage financial management, participate in the recruitment, guidance and training of staff with financial functions.

Job requirements

  • Mastery of French and knowledge of English (written and spoken).
  • At least 5 years of’ experience in a similar NGO position.
  • Professional accounting degree (CPA, ACCA, ACA, etc.) or master’s degree in finance, accounting, business administration, management or economics.
  • Control of the use of the accounting software ( preferably SUNSYSTEM ), the Q&A report tool and Excel.
  • Experience in donor management / contracts and knowledge of donor policies.
  • Ability to manage multi-donor and multi-year budgets.
  • A lot of attention in detail and precision.
  • Ability to lead and supervise.
  • Understanding of humanitarian principles and practices.

Desired characteristics

  • Minimum 1 year of recent experience in Haiti – ideally in an NGO role.
  • Confirmed experience in finance and accounting of NGO projects.

Terms and conditions : Contract of 12 months. Monthly salary of €5500 per month, 4 calendar days of annual leave per month worked, 7 days of R&R every 2 months with an allowance of €1250, accommodation, parking, comprehensive medical coverage (United States excluded) and life insurance.
