Head of Mission – Mali At Ayuda in Accion


Objective:

  • Direct the process of developing AeA’s presence at MALI as well as, with management and the regional team, the development of activities and the organization of the teams and resources necessary for the development of the mission, as well as identification, strategic and operational ( planning, supervision and evaluation of the various cooperation projects / programs of Ayuda en Acción in the country.

Responsibilities:

  • The/the head of mission is responsible for the management of’AeA headquarters in Mali in several aspects: personnel, logistics, budget and compliance with procedures. He/she represents AeA in relations with donors, institutions, NGOs, local and international government agencies. He/she bases its action on the country strategy and intervention priorities. Ensures the proper execution of projects and ensures the presence and compliance with the country’s standards. He/she also ensures compliance with the general procedures of the organization and the procedures established by donors.

Representation

  • Represent AeA at all levels to donors, partners and authorities.
  • Participate in inter-Cluster meetings at the national level, in humanitarian coordination and in’ other coordination and security spaces (INSO).
  • Oversee procedures to obtain/renew legal recognition of the organisation by the competent authorities.
  • Oversee procedures for obtaining tax facilities/exemptions from donors and authorities.
  • Represent AeA at Alliance2015 coordination meetings in the country to contribute to the achievement of the objectives set at the Mali level.

Strategic management

  • Leading the design and implementation of the country strategy in Mali, ensuring a direct contribution to the 2019-2021 institutional strategy of’AeA by ensuring its relevance and complementarity with donor strategies.
  • Leading and strengthening the mission in Mali with the support of AeA headquarters by identifying all the resources and capabilities needed for a successful operation in the country, including the initiation of procedures and formalities necessary for the registration of the organization in Mali.
  • Ensure technical quality (relevance, compliance with procedures, etc.), budgetary coherence and sustainability of new proposals for actions and changes to ongoing projects.
  • Lead the development of strategic alliances with public and private sector entities, both nationally and internationally, to boost the financing of development and humanitarian projects and strengthen AeA’s positioning in Mali.
  • Lead the identification of new initiatives and opportunities that meet the identified needs of the country’s strategy, as well as design innovative initiatives for the different calls for proposals from public and private donors.
  • Analyze donor information and prepare donor profiles ; search for and forward national and international calls for proposals to headquarters.
  • Advise and monitor projects on technical, financial and management issues, develop and promote relationships with local partners and the’ ensemble

  • Support the National Office of Mali in its opening process as well as in the identification of opportunities, knowledge transfer and successful experiences initiated in Mali which could be reproduced in the Malian context.

Human Resources Management

  • Coordinate and monitor the management of the Office-Mali, guide the teams, ensure consistency, collaboration, learning and achieving the objectives set in the various work lines of the Country Mali Strategy, as well as compliance with the legal provisions in force and the application of institutional regulations.
  • Planning staff requirements and budget coverage for the entire mission: preparing staff terms of reference, updating the relevant budget sheets, etc, ensure the implementation of national staff training plans.
  • Collect and analyse potential staff training needs.
  • Define and develop with the country head of Mali the staff framework necessary to ensure expert profiles in key areas of action in the two countries that are complementary and can work with a regional vision.

Management of security

  • To ensure the implementation of the security plans and their development and/or updating.
  • Be the focal point for the collection of safety information with the support of the logistics coordinator.
  • Participate in’INSO meetings and plan the necessary safety training for the local staff.
  • Coordinate with the National Office of Mali the development of a regional security plan.

Requirements:

  • Experience of at least 10 years in the field of development cooperation and humanitarian action, including, including 5 years as head of mission (experience in project management in insecurity or post-conflict contexts will be positively appreciated).
  • Experience in managing work teams.
  • Experience in the design, implementation and monitoring of strategic plans and programs.
  • In-depth knowledge of the Mali context and its links with other countries in the region.
  • Knowledge of the legal and tax obligations of non-profit organizations in the country.
  • Knowledge of humanitarian and development agencies in the humanitarian field and their policies and strategies.
  • Mastery of the procedures of the main donors and experience in the design of humanitarian programmes and projects financed by international donors such as the United Nations system, the EU (ECHO-DEVCO), etc, USAID, CIDA, DFID and AECID, among others.
