In Haiti, WFP and its partners are providing assistance to the most vulnerable populations to achieve the’ Zero Hunger goal. In particular, WFP is involved in the implementation of’a school canteens programme, which is the largest food safety net in the country, as well as in resilience activities, including, social protection, nutrition, emergency preparedness and response.
MAIN RESPONSIBILITIES OF THE POSITION :
Under the general supervision of the director and under the direct supervision of the head of the’supply chain, the’assistant Logistique provides technical assistance to plan, plan and, monitor and analyze the financial performance of projects efficiently in order to optimize the use of financial resources.
- Participate in the review of budget proposals and in the monitoring and analysis of project financial performance and make recommendations in accordance with WFP financial policies and procedures and best practices, to support financial analysis and value for money.
- Provide a basic analysis of fund balances and donations and communicate discrepancies to the line manager, to contribute to value for money and facilitate decision-making.
- Contribute to supply chain management to ensure efficient monitoring to avoid supply disruptions, address them where appropriate and maximize operational effectiveness.
- Verify in a timely manner that data in internal systems is accurate to facilitate access to information and assist in planning and decision-making.
- Consolidate data and provide basic analysis, manage records and files accurately, and report periodically and on time for further review, to ensure the accuracy and efficiency of the information presented to internal and external stakeholders.
- Liaise with individuals on issues related to project fund management and related procedures to clarify potential anomalies and optimize the use of resources.
- Provide guidance and on-the-job training to staff in the areas of budget planning, fund management and operational planning, and, to contribute to continuing training and harmonization of services provided.
- Apply standard’urgency preparedness practices to ensure that WFP is able to respond quickly and deploy the necessary resources to affected areas from the onset of crises.
- Supervision and training of staff dedicated to invoicing.
- Coordination with other units in the office and sub-offices.
- Perform any other tasks requested by supervisors.
DELIVERABLES AT THE END OF THE CONTRACT
- Collects relevant technical data from various sources and analyses them to forecast operational needs by considering different scenarios and makes proposals based on factual data
- Provide fund management performance reports
- Prepare the SC Matrix, FTC reports reports and any other reports related to the management of funds
- Regular monitoring of the various funds
- Have a’initiative spirit to deal with unexpected problems while soliciting directions and reporting to the supervisor when needed

QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education:
Completion of secondary education. A certificate of’ post-secondary studies in the relevant functional area is desirable.
Experience:

- Experience with internal systems used to track ongoing shipments, procurement, claims and food stocks.
- Experience in data analysis and financial reporting.
- Experience in evaluating the results achieved by service providers in relation to the defined key performance indicators.
- Experience in assisting in the preparation of contract documents.
- Experience in providing technical assistance in fund management.
