Accommodation manager at Sevran H / F At Doctors Without Borders


Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion from care. The French section is present in around thirty countries.

As part of a replacement we are looking for a ( e ) :

Accommodation manager in Sevran

Context :

MSF opened in December 2017 a reception center for new arrivals, appealing to the children’s judge to have their minority recognized. Today, MSF has three Francilian operational programs :

  • A day welcome in Pantin for unaccompanied minors ( MNA ), refused to departmental evaluation, in their journey for the recognition of their minority ( access to legal, social support, access to somatic and mental health care, guidelines towards common law )
  • Accommodation places in houses in Sevran for MNA ( girls and boys ) and in particular with medical and mental health pathologies, with educational support ( shelter the time of the appeal ) ;
  • A mobile health watch team ( intervention at this time 1 day / week ) which offers free care to a precarious general public without social security coverage or access to care.

Mission :

Organize and implement the conduct and monitoring of accommodation activities ( program « Gateway » ) in connection with the project coordinator, in human, administrative, organizational and educational terms, in accordance with MSF procedures and ensuring appropriate management of NAMs. Have a strategic and innovative vision of this temporary shelter.

Responsibilities :

  • Develop and implement the accommodation site project in accordance with MSF standards, protocols, procedures and the project proposal validated by coordination and the cell.
  • Participate in the definition, planning, organization of accommodation activities.
  • In collaboration with the project coordinator, participate in the definition and monitoring of the accommodation budget in order to ensure the effective and efficient use of resources
  • Work in direct contact with the managers of the Pantin day center ( responsible for the center and responsible for the 3 activity centers ) to coordinate admissions, monitoring and exit of the youth system according to the defined framework.
  • Guarantee, in direct collaboration with the logistics manager, the application of health and safety conditions in accommodation structures.
  • Guarantee the overall coherence of activities in terms of objectives, financial and human resources indicators.
  • Ensure the quality of support and responses to beneficiaries ( weekly meetings, circulation of information, multidisciplinary work ).
  • Establish and maintain local partnership networks to strengthen or organize activities for hosted NAMs.
  • Be responsible for the operation of accommodation, compliance with the internal regulations by the beneficiaries, a reminder of the rules and attitude to be had for the general well-being of the public received and the staff.
  • Be a force of proposal to improve the quality of reception and support for beneficiaries ( residence contract, individualized project, reception book )
  • Monitor and evaluate accommodation activities ( definition of indicators and monitoring tools, collection and analysis of data ) and prepare the monthly activity reports of the centers ( SitRep, statistical reports, etc. )
  • Supervise, animate and coordinate the team of employees and volunteers MSF in accommodation activities in accordance with the regulatory legal framework.
  • Supervise professional or voluntary stakeholders from associations called upon to participate in accommodation activities
  • Manage the personnel involved in the accommodation, in close collaboration with the HR department, ( recruitment, composition, supervision ) and ensure individual follow-up of the members of the team ( annual individual reports, identification of training needs, assessments and end-of-mission assessments ).
  • Inform his supervisor of all problematic situations or cases in order to help decision-making and problem solving.
  • Participate in periodic penalty payments in the evening and at weekends in collaboration with the other persons concerned.
  • Ensure good communication and good collaboration with the other project actors and other partners.

Profile sought :

Training :

CAFERUIS or diploma in social work with management experience

Experience :

Two years minimum in a similar position. Experience required with public migrants, women and MNA in particular, and / or in child protection.

Languages :

French, English.

Conditions :

  • 1 year CDD. Position based in Sevran with frequent trips in IDF to be expected
  • Salary of 3,331 € gross monthly over 13 months.
  • Additional health care 100% taken care of by Médecins Sans Frontières.
  • Restaurant titles with a face value of 11 € ( 60% supported by Médecins Sans Frontières ).
  • Support for 50% of the public transport ticket.
