Mission and objectives

UNDP is the leading United Nations organization fighting to end the injustice of poverty, inequality, and climate change. Working with our broad network of experts and partners in 170 countries, we help nations to build integrated, lasting solutions for people and planet. UNDP in Asia and the Pacific delivers country and regional programmes in 36 countries through 25 UNDP Country Offices and the Bangkok Regional Hub to help countries achieve the Sustainable Development Goals. We help our partners in identifying relevant solutions to today’s complex, trans-boundary development challenges. We support them to design and implement large scale development initiatives that deliver lasting social, economic and environmental improvements in countries across the region. Our support to governments, civil society, the private sector and communities is at every level of their organization: we provide legislative and regulatory advice that transforms governance systems; we provide capacity building and trainings that build nations; and we organize employment schemes that bring jobs to the most vulnerable groups. For every project, we provide our partners with a team of experts who link local challenges to national, regional and global knowledge and resources. Guided by UNDP’s 2022-2025 Strategic Plan, advisory and implementation work focuses on the following areas: Sustainable Development Democratic Governance and Peacebuilding Climate and Disaster Resilience In addition to these areas of focus which reflect regional developmental priorities, we emphasize gender, climate change, social protection and inclusive growth, in all aspects of our work.

Context

In Asia and the Pacific, UNDP provides support services to governments and private sector on developing transparent and accountable solutions that contribute to sustainable development in the region. The UNDP Bangkok Regional Hub (BRH) is responsible for the implementation of regional projects, knowledge management activities and the provision of advisory services to the 24 UNDP Country Offices in Asia and the Pacific. As part of the Regional Programme Document 2022-2025, UNDP BRH works towards the strengthening of accountable, inclusive and responsive governance systems both in public and private sector (Output 2.1). Additionally, BRH works for the strengthening of institutions, networks and business sector to promote expanded civic space and access to justice, through gender-responsive policy and systemic changes (Output 2.2). Within the Governance Team, two regional projects are currently being implemented to contribute to those outputs – with a focus on transparency, accountability and integrity: “Promoting a Fair Business Environment in ASEAN” (FairBiz, 2018-2022) and “Judicial Excellence to Ensure Justice for All: Judicial Integrity Network in ASEAN” (JIN ASEAN 2017-2023). FairBiz aims to promote an enabling environment by promoting good governance, transparent public procurement, anti-corruption and the rule of law, as well as by encouraging companies to adopt sustainable business practices. JIN ASEAN is entering now its third phase (2021-2023) aiming to enhance judicial integrity and promote court excellence in the ASEAN region through the regional network and knowledge-sharing and country-level capacity-building initiatives. JIN ASEAN has consistently provided support to our member states in the implementation of the Bangalore Principles, the International Framework for Court Excellence (IFCE), and in advancing the pursuit of judicial excellence. In this ongoing phase, we have also embraced new perspectives, including the integration of innovative technologies and a commitment to achieving gender equality. In the month of August, we launched a regional survey on Judicial Integrity and Court Excellence. We kindly requested judges from ASEAN countries (Cambodia, Indonesia, Lao PDR, Thailand, Vietnam, Philippines, Malaysia, etc.) to share their perspectives on the level of integrity within their respective legal systems. Thanks to the active participation of judges, we currently received a larger number of responses. Our primary objective is to present the survey results during the upcoming Third Regional Meeting of the Judicial Integrity Network in ASEAN, scheduled for October 5-6. This conference will convene esteemed judges and legal experts from across ASEAN countries, fostering discussions about the future strategies for upholding judicial integrity and facilitating the exchange of best practices. Recognizing the significance of this conference, we view it as an ideal platform to disseminate our survey findings. Consequently, we are seeking the assistance of an online volunteer to aid us in generating a report based on the survey results.

Task description

We are currently seeking an Online Volunteer who possesses expertise in data analysis and report writing, with a preference for experience in anti-corruption, judicial integrity, transparency and accountability, and legal areas. This assignment involves the compilation of JIN ASEAN’s regional survey findings on Judicial Integrity and Court Excellence into a succinct and informative report. The overarching goal of this survey is to assess how UNDP can provide enhanced support to judiciaries in their endeavours to amplify transparency and integrity within the judicial sector. The insights gathered from this survey will have practical and research applications. The survey consists of 20 questions that cover a diverse range of subjects, including judicial independence, transparency and accountability within the judicial sector, the appointment and promotion of judges, the process of judicial decision-making, and more. Your key responsibilities will encompass: Survey Analysis: Delve into the survey responses received from judges across ASEAN countries, extracting valuable insights pertaining to their perceptions of judicial integrity. Report Production: Drawing from the amassed data, craft a succinct report that presents a comprehensive overview of the landscape of judicial integrity within ASEAN nations.

Requirements

Required experience

Candidates should have strong analysing and writing skills. A degree and professional experience in a related field are considered an asset. Furthermore, candidates are expected to have: – Experience with editing and proofreading UN documents and familiarity with UNDP and UN editorial manual desirable; – Ability to produce high-quality inputs and outputs and in a timely manner; – Effective organisational and administrative skills; and ability to work independently; – Sound analytical and reporting skills.
