Monitoring, evaluation, accountability and learning officer ( Bogotá, Barranquilla or Santa Marta ) At Medical Teams International


Objective of the Role:

The MEAL Officer is responsible for ensuring that Medical Teams information in Colombia maximizes its impact and scope using digital and technological solutions for program management and care delivery medical.

The role will help inform the project accountability and learning approach. The main objective of this position is to support the team of programs in data analysis to enhance learning and support the consolidation of a cost-efficient. Likewise, it must guarantee that digital platforms are implemented effectively and that the data is accurate and useful for reporting and decision-making.

This position reports to the Coordinator ( a ) of Monitoring and Evaluation, Accountability and Learning and all managers.

Responsibilities

Accountability

  • Support the MEAL coordinator in the construction of the Accountability plan and its implementation.
  • Develop and implement quantitative and qualitative tools and methodologies for accountability.
  • Support the design, implementation and analysis of satisfaction surveys with post-distribution services or surveys.
  • Support the MEAL coordinator in monitoring and monitoring the reports generated in the designed Accountability channels.
  • Guide enumerators that Medical Teams hires to do Accountability exercises in the municipalities that are hired.
  • Support knowledge management and data use in accountability.
  • Support training and capacity development plans at Accountability for Medical Teams field, technical, administrative, and operational staff.

Information management and monitoring

  • Participate in the development of the monitoring and follow-up strategy that measures the evolution of key program indicators.
  • Assist project teams in Monitoring and Evaluation to ensure that project indicators have a clear data flow from digital platforms to reporting.
  • Support and coordinate with the project team data collection, monitoring and evaluation activities using technological solutions, such as KOBO, ODK, etc.
  • Carry out analysis of the quality of information collected and propose improvement actions.

Analysis and visualization of information

  • Automate processes and reports using Power Bi.
  • Descriptive quantitative analysis of operational and qualitative data that allow programmatic decision-making.
  • Preparation of data sets for analysis ( fusion, cleaning, organizing variables … ).
  • Collaboration in the production of external reports, including diagrams and charts.
  • Analysis and preparation of reports that allow identifying trends, challenges and learning from the reading of quantitative data.
  • Search and management of secondary sources for triangulation.

General support

  • Provide support and training to Medical Team partners and providers involved in the implementation of the ( project, including face-to-face training and support to large providers ).
  • Other tasks led by the MEAL Coordinator, related to the role and purpose of the role.
  • Attend at the Medical Teams Representation, when the MEAL Coordinator is not available in civil society networks and forums related to Information Management and present reports against national and regional action plans.
  • Support the security and protection of the offices of the Medical Teams, especially in relation to equipment storage and computer security.
  • Support the protection of program participants and employees by promoting an environment of conscience and defending the provisions of the Medical Teams Protection Code of Conduct against Sexual Exploitation and Abuse, protection of Vulnerable Children and Adults, and workplace policies free of harassment. Holders will remain alert and responsive to any risk of child and adult protection, acquire relevant knowledge and skills that will enable them to promote sound protection practices, understand the policy and procedures for the protection of children and adults, and behave consistently with Protection.

Education

Required:

  • University degree in any discipline of Social Sciences, Business Administration, Economics, Industrial Engineering and Systems Engineering.

Preferable:

  • Specialist in international cooperation, humanitarian assistance, evaluation of projects or related careers.
  • Other relevant certifications in information technology or monitoring and evaluation.
  • Certified knowledge in Accountability in humanitarian assistance and / or development cooperation programs.

Experience

Required:

  • At least 3 years of work experience with NGOs, including experience in monitoring and monitoring projects.
  • Experience using free software technologies based on OpenRosa and / or JavaRosa standards such as ODK and Kobo Toolbox, which allow the collection and recording of information.
  • Experience in the management of information systems such as RedRose, CommCare or others.
  • Experience in data processing and analysis, including the management of information processing and analysis programs such as Excel, Power Bi and R.
  • Accountability experience in humanitarian assistance or development cooperation programs.

Desirable:

  • Experience in health and / or migration issues.
  • Experience leading training processes at MEAL.
  • Form programming in XLS.

Knowledge, skills and competences

  • Prioritization of tasks to meet deadlines with limited supervision.
  • Ability to be honest and foster an atmosphere of trust and integrity.
  • Detailed orientation.
  • Confidentiality Management of highly sensitive information.
  • Ability to back up MTI calls and comply with the MTI Code of Conduct.
